Ramaswami: Worse, the state governments are now being asked to pay for the special trains that have been started by the Indian Railways to transport migrant workers. This is criminal. This amounts to a financial emergency as contained in Article 360 of our Constitution. This is seriously undermining our capacity to effectively combat this pandemic.
