Towards preparation for the strike and mass casual leave action, elaborate programmes of campaign, propaganda and agitation were drawn in the convention. Some such programmes are: joint conventions of oil and petroleum workers in all oil and petroleum centres, particularly in Mumbai, Kolkata, Guwahati, Chennai, Kochi, Bangalore and Delhi (NCR). From April 15 to 20, ‘relay group darna’ from 10.00 am to 5.00 pm in BPCL at refinery gate, CO and& RHQs, bottling plants, depots and other possible locations all over the country.
The Kochi convention has unanimously decided to go for two-day nationwide united strike in all the units of BPCL on April 20-21, 2020. Notice to be served latest by April 4th. Further, one day mass-casual leave by the employees of all other oil and petroleum establishments on April 20, in solidarity with striking BPCL employees and massive joint solidarity demonstration on April 21st.
The ongoing economic crisis has pushed the public sector energy industries also into the grip of the crisis. Amongst the list of eight core sectors which have suffered serious slide in growth, the worst record of the sector in last 14 years, five are from energy sector – coal, crude oil, natural gas, refinery products and electricity. The situation is full of challenges and also providing opportunities for integrated united resistance struggles of entire energy sector workers.
The convention noted that all the segments of energy sector are facing challenges of different dimensions from the destructive policies of the government. It is interesting to note that the CPSUs which are currently under the hammer of privatisation, pertains inter alia, to the sectors (oil & petroleum, coal, power and shipping & container business) already under the business domain of two monstrous crony capitalists of Modi government - Ambani and Adani.
Discovered potential oil/gas fields with ONGC are being taken away and handed over to private players for exploration. Under the liberalised OALP (Open Acreage Licensing Policy) in the first four rounds, private sector has captured majority fields; Vedanta – 51, OIL – 21 and ONGC – 17. Moreover, ONGC has been pushed into a heavily indebted oil giant by forcing it to buy out HPCL and also the burden of sick oil and petroleum company of Gujarat government. In the meantime foreign oil companies are entering deeper into the production and refining sector in India. Saudi Aramco and Abu Dhabi Adnoc are almost certain to have 50 per cent equity holding in the 60 million tonnes per annum capacity proposed integrated refinery and petrochemicals at Ratnagiri, Maharashtra.
THE KOCHI DECLARATION ************************************************************* The declaration of the Kochi convention noted that apart from the move to privatise BPCL, Modi government is destroying the financial and operational strength of the other oil PSUs, both in upstream and downstream sector by making them heavily indebted on the one hand and putting them into severe operational and competitive disadvantage as a consequence of the brazenly pro-private sector policy of the government. Ultimate motive is to make them financially and operationally weak to facilitate their privatisation for a song to the advantage of the private sector oil tycoons, both foreign and domestic.
HUGE PROCESSION AND OPEN MASSIVE CONVENTION ********************************************** In the evening a huge procession of around 4,000 participants consisting of Kochi refinery workers and their family members as well as workers from other PSUs of Kochi and the delegates from outside Kerala marched down the streets of Kochi covering a distance of around 10 km. The culminating mass open convention was addressed by Oommen Chandy, the former chief minister of Kerala. The delegates from outside Kerala were overwhelmed by the huge procession holding high the flags festoons and placards and sky renting slogan shouting.
Tapan Sen, general secretary-CITU inaugurated the convention. Chandrashekaran, president -INTUC, Kerala, Elamaram Kareem, general secretary-CITU Kerala, and leaders of all the three federations addressed the convention. Twenty three delegates from all the oil PSUs as well as all the locations represented in the convention participated on the deliberations over the draft ‘Kochi Declaration’ and the same was adopted unanimously. Swadesh Dev Roye, secretary CITU delivered the concluding speech.
A NATIONAL convention against privatisation of BPCL was held at the BPCL Kochi refinery premises on February 9, 2020 under the banner of all the three national federations, AIPWF, NFPW and PGWFI. Delegates from all over the country representing all the branches of oil and natural gas - production, refining, pipeline and marketing representing ONGC, OIL, GAIL, IOCL, BPCL, HPCL, MRPL, Balmer Lawrie, Pawan Hans and more participated in the convention.
बिहार के मुख्यमंत्री नीतीश कुमार ने 25 फरवरी को ऐलान किया कि बिहार में एनआरसी लागू नहीं होगा और एनपीआर 2010 की तर्ज पर ही किया जाएगा। लेकिन बीजेपी के साथ सरकार बनाने वाले नितीश कुमार के इस ऐलान के बाद भी यह सवाल बना हुआ है कि उनका नागरिकता संशोधन क़ानून पर क्या रुख है। 25 फरवरी को इस मुद्दे पर चर्चा के दौरान भाजपा विधायकों ने कई बार हंगामे और अशोभनीय हरकतें कर सदन का वातावरण बेहद तनावपूर्ण बना दिया। लेकिन अंततोगत्वा सदन ने सर्वसम्मति से तय किया कि बिहार में एनआरसी नहीं लागू होगा। अलबत्ता एनपीआर को लेकर नितीश कुमार ने चिरपरिचित अंदाज़ में ढुलमुल रवैया अपनाते हुए कहा कि बिहार में 2010 की तर्ज़ पर इसे लागू किया जाएगा। बिहार में एनआरसी नहीं लागू होने के फैसले के संदर्भ में विधान सभा प्रतिपक्ष के नेता तेजस्वी यादव ने ट्वीट किया, " 'एक इंच भी नहीं हिलनेवालों’ को आज विधान सभा में हुए सर्वसम्मत निर्णय ने हज़ार किमी तक हिला दिया। वे नहीं जानते हैं कि बिहार की धरती कितनी आंदोलनकारी रही है।" एनआरसी – सीएए – एनपीआर थोपे जाने का मुखर विरोध कर रहे भाकपा माले और इंसाफ मंच के तत्वाधान में पिछले एक माह से गाँव गाँव अभियान जा रहा था। जिसका एक चरण सम्पन्न हुआ 25 फरवरी को आहूत विधान सभा मार्च से।
लाल किताब दिवस (Red Books Day), 21 फरवरी 2020, से पहले की रात को, भारत के तमिलनाडु में मार्क्सवादी कम्युनिस्ट पार्टी के बत्तीस संस्थापकों में से एक, एन. शंकरैया, ने कम्युनिस्ट घोषणापत्र का एम. शिवलिंगम द्वारा किया गया, नया तमिल अनुवाद पढ़ा। 98 साल के कॉमरेड शंकरैया ने कहा कि उन्होंने पहली बार 18 साल की उम्र में इस घोषणापत्र को पढ़ा था। वर्षों से वो इस किताब को बार-बार पढ़ते रहे हैं, क्योंकि हर बार इसका पाठ कुछ नया सिखाता है। और कुछ ऐसा -जो दुख की बात है- कि चिरआयु लगता है। घोषणापत्र के अंत में, मार्क्स और एंगेल्स ने दस अनंतिम योजनाओं की एक सूची दी है, जो किसी भी उदार व्यक्ति को समझ में आनी चाहिए। यह सूची 1848 में तैयार की गई थी, लेकिन आज भी ये न केवल समकालीन है, बल्कि आवश्यक भी है। इस सूची में पहली माँग, भू-संपत्ति के उन्मूलन की है - एक ऐसी माँग जो आज ब्राजील में कृषि सुधार पर बहस के माहौल में लगातार उठायी जा रही है, और जो दक्षिण अफ्रीका में बड़े स्तर के भू-निष्कासन की ऐतिहासिक ग़लती को सुधारने के लिए मुआवजे के बिना भूमि-नियमन पर 2018 से चल रही बहसों में परस्पर दबाव डाल रही है (इस संदर्भ में मार्च 2020 में विधायिका के प्रस्तावों की उम्मीद की जा रही है)। इस सूची में विरासत के अधिकार के उन्मूलन और आरोही कराधान की माँगें हैं, जो कि धन के भद्दे विनियोग को रोकने और अधिशेष धन की पुनरावृत्ति करने के समाजवादी उपाय हैं। धन और कॉर्पोरेट कर बढ़ाने की मांग संयुक्त राज्य अमेरिका में उठ रही है, जहां डेमोक्रेटिक पार्टी के सदस्य बर्नी सैंडर्स ने कहा है कि धन की असमानता लोकतंत्र को दूषित करती है। नई दिल्ली में जवाहरलाल नेहरू विश्वविद्यालय की प्रोफेसर जयति घोष ने लिखा है कि वैश्विक वित्तीय गोपनीयता को समाप्त करने की ज़रूरत है ताकि अति-समृद्ध लोगों और बहुराष्ट्रीय निगमों के छुपे हुए धन का बेहतर हिसाब लगाया जा सके। विनिर्माण और कृषि क्षेत्र की अति-महत्वपूर्ण माँगों की सम्मुचित सूची के बाद, मार्क्स और एंगेल्स की अब आम धारणा बन चुकी आख़िरी माँग थी, सभी बच्चों के लिए सार्वजनिक विद्यालयों में मुफ्त शिक्षा। संयुक्त राष्ट्र के अनुसार, दुनिया के आधे देशों में 50% से अधिक युवा उच्च माध्यमिक विद्यालय पूरा नहीं कर पाए हैं, जबकि 50% गरीब बच्चों ने प्राथमिक विद्यालय पूरा नहीं किया है। यूनेस्को ने सुझाव दिया है कि शिक्षा पर ख़र्च के संदर्भ में 6% सकल घरेलू उत्पाद (GDP) एक अच्छा मानक है। लेकिन दुनिया के केवल एक चौथाई देश ही GDP का 6% या उससे ज़्यादा शिक्षा क्षेत्र में ख़र्च करते हैं और अधिकतर जीडीपी के 3% से अधिक खर्च नहीं करते हैं। घोषणापत्र के लिखे जाने के एक सौ बहत्तर साल बाद भी इसकी मूलभूत कल्पना आज भी सार्थक है।
अयोध्या : "हमारे दिल में राम के ख़िलाफ़ कुछ भी नहीं है, लेकिन उनके लिए हमारी ज़मीन ही क्यों है?" ये शब्द अयोध्या जिले के मझवा बरहटा ग्राम सभा में गूंज रहे हैं, जहां हिन्दू समुदाय के भगवान राम की भव्य प्रतिमा स्थापित की जानी है। अयोध्या ज़िला प्रशासन ने जनवरी माह में एक नोटिस जारी कर ग्रामीणों को सूचित किया था कि राम की भव्य मूर्ति और एक डिजिटल संग्रहालय बनाने के लिए लगभग 86 हेक्टेयर भूमि का अधिग्रहण किया जाएगा। गाँव राम जन्मभूमि स्थल से लगभग 7 किलोमीटर की दूरी पर है। उत्तर प्रदेश कैबिनेट ने लखनऊ-गोरखपुर राजमार्ग पर लगभग 251 मीटर राम की सबसे ऊंची मूर्ति बनाने का निर्णय पिछले साल नवंबर में लिया था। मूर्ति और डिजिटल संग्रहालय बनाने के लिए स्वीकृत बजट 446.46 करोड़ रुपये का है।
মোদীর মাথায় হাত বুলিয়ে বাণিজ্য করে গেলেন ট্রাম্প। কিন্তু প্রশ্ন থেকে গেল প্রায় শতাধিক কোটি টাকা খরচ করে ট্রাম্প পূজার নৈবেদ্য সাজিয়ে ভারতের লাভ ঠিক কতটা হলো? যদি ভারতের আমজনতার কথা ভেবে ট্রাম্পের এই সফরকে বিশ্লেষণ করা হয় তাহলে বলতে হবে উগ্র দেশপ্রেম ও জাতীয়তাবাদের আড়ালে ধর্মীয় ফ্যাসিস্ত রাজনীতি লাভবান হলেও প্রকৃত ভারতের কোনও লাভ হয়নি। এই মুহূর্তে ভারতের সামনে সবচেয়ে বড় সমস্যা অর্থনীতির পতন। শিল্পে উৎপাদন হ্রাস সবদিক থেকে সাধারণ মানুষের জীবনে সঙ্কট ডেকে এনেছে। শিল্পোৎপাদন কমছে। ফলে কারখানায় উদ্বৃত্ত উৎপাদন ক্ষমতা বাড়ছে। বাজারে পণ্যের চাহিদা নেই। মানুষের রোজগার নেই, হাতে পয়সা, নতুন বিনিয়োগ বন্ধ। চালু কারখানা বন্ধ করতে হচ্ছে বা উৎপাদন কমাতে হচ্ছে। ফলে একই সঙ্গে কমছে কর্মী ও মজুরি। বেকারে ছেয়ে যাচ্ছে দেশ। কৃষির ধারাবাহিক সঙ্কট গ্রামীণ অর্থনীতির ভিত ধসিয়ে দিয়েছে। পাশাপাশি কমে গেছে রপ্তানি। এমন একটা সময় জরুরি ছিল বিনিয়োগ বাড়ানো, রপ্তানি বাড়ানো, ট্রাম্পের কাছ থেকে তেমন প্রতিশ্রুতি আদায় করা যায়নি। আমেরিকায় রপ্তানি বাড়ানোর জন্য দরকার বাণিজ্য চুক্তি। কিন্তু ট্রাম্প সেই প্রসঙ্গ পুরোপুরি এড়িয়ে গেলেন। প্রসঙ্গত ভারতীয় পণ্যের ওপর বাড়তি কর চাপিয়ে ট্রাম্প ভারতীয় রপ্তানি কমিয়ে দিয়েছেন। উলটে চাপ দিচ্ছে ভারতে মার্কিন পণ্যের কর কমাবার যাতে মার্কিন পণ্যের রপ্তানি ভারতে বাড়ে। তেমনি মার্কিন পুঁজি ভারতে বিনিয়োগের প্রশ্নেও ট্রাম্প নীরবই থেকেছেন। বরং ভারতের শিল্পপতিদের সঙ্গে এক বৈঠকে তিনি আমেরিকায় পুঁজি ঢালার জন্য ভারতীয় শিল্পপতিদের নানাভাবে উৎসাহ দিয়েছেন। তেমনি টেলিকম ক্ষেত্রে ফাইভ জি প্রযুক্তি চালুর প্রশ্নে কৌশলে চীনকে গুরুত্ব না দেবার জন্য পরোক্ষ চাপ দিয়েছেন। বর্তমানে নতুন এই প্রযুক্তিতে সবচেয়ে উন্নত চীন। বিশ্বের অর্ধেকের বেশি বাজার চীনের হাতে। চীনকে কোণঠাসা করবার জন্য গত এক বছর ধরে মরিয়া চেষ্টা চালাচ্ছেন ট্রাম্প। ভারতকে দলে টানার চেষ্টা চলছে। চীনকে বাদ দিলে অনেক কম টাকায় অত্যাধুনিক প্রযুক্তি থেকে বঞ্চিত হবে ভারত। এই দুঃসময়ে আর্থিক চাপ বাড়বে পশ্চিমী দুনিয়ার প্রযুক্তি ব্যবহার করলে। ফাঁদে ফেলে টেলিকম ক্ষেত্রে সঙ্কটকে দীর্ঘস্থায়ী করতে চায় আমেরিকা। এবিষয়ে সন্দেহ নেই চীনের কারণে কমদামের স্মার্টফোন অত্যন্ত দ্রুত ছড়িয়েছে ভারতের সর্বত্র। মার্কিন চাপে চীনকে দূরে সরালে আগামীদিনে ফাইভ জি প্রযুক্তিতে দ্রুত বিকাশের রাস্তা বন্ধ হয়ে যাবে ভারতের। তেল, প্রাকৃতিক গ্যাস ইত্যাদি ক্ষেত্রে ভারতের সঙ্গে সম্পর্ক উন্নত করতে ট্রাম্প জমি তৈরি করে গেছেন। ভারতের তেল সংস্থার সঙ্গে মার্কিন তেল সংস্থার যৌথ উদ্যোগ হবে ভারতের তৈল ক্ষেত্রে মার্কিন প্রভাব বৃদ্ধির লক্ষ্যে। ইতিমধ্যে উপসাগরীয় অঞ্চলে যুদ্ধ-সংঘাত লাগিয়ে দিয়ে, ইরানের বিরুদ্ধে নিষেধাজ্ঞা ও যুদ্ধোন্মাদনা জাগিয়ে ভারতকে কার্যত বাধ্য করা হয়েছে আমেরিকা থেকে বেশি দামে তেল কিনতে। গত দু’বছরে ট্রাম্প মোদীকে দিয়ে আমেরিকা থেকে ভারতের তেল আমদানি দশগুণ বাড়িয়ে নিয়েছেন। আমেরিকা এখন ভারতের তেল আমদানির ৬ষ্ঠ বৃহত্তম উৎস। তেমনি ভারত আমেরিকার তেলের চতুর্থ বৃহত্তম গন্তব্য। মার্কিন তরল প্রাকৃতিক গ্যাস আমদানির বৃদ্ধির জমিও তৈরি করে গেছেন ট্রাম্প। আর হাতে গরম বাণিজ্য বলতে ৩০০ কোটি ডলারের যুদ্ধ হেলিকপ্টার বিক্রির চুক্তি হয়েছে। অবশ্য এটা এমনি এমনি হয়নি। ভারতের সঙ্গে সামরিক-স্ট্র্যাটিজিক সম্পর্ক ন্যাটো সদস্যের জায়গায় উন্নীত করার শর্তে এগুলির বিক্রির ব্যবস্থা হয়েছে। অর্থাৎ ভারতে প্রতিরক্ষা ও বিদেশনীতি সাম্রাজ্যবাদী আমেরিকার কাঠামোর সঙ্গে সঙ্গতিপূর্ণ করতে হবে। সহজ কথায় আমেরিকা-চীনের সম্পর্কের গভীর ছায়া পড়বে চীন-ভারতের সম্পর্কের। আসলে মোদীরা দেশপ্রেম, জাতীয়তাবাদ, শক্তিশালী যুদ্ধবাজ রাষ্ট্রনীতিতে বেশি আগ্রহী, সাধারণ মানুষের জীবন-জীবিকা, সুখ-শান্তি-স্বস্তি তাদের কাছে গুরুত্বহীন। তাই সামরিক-স্ট্র্যাটেজি বিষয়ে ট্রাম্পের সঙ্গে মোদীরা বেশি মেতেছিলেন। অর্থনীতি পড়েছিল সাইড লাইনের বাইরে।
নয়াদিল্লি, ২৮ ফেব্রুয়ারি— নিজের মক্কেল, গুজরাট পুলিশের প্রাক্তন ডিজি বানজারাকে ছাড়াতে তাঁর আইনজীবী ভিডি গজ্জর সিবিআই আদালতে ক্রাইম ব্রাঞ্চের অবসরপ্রাপ্ত ডেপুটি পুলিশ সুপার ডিএইচ গোস্বামীর উদ্ধৃতি তুলে ধরেছিলেন। যেখানে গোস্বামী বলছেন, বানজারার কথায়, ‘ভুয়ো সংঘর্ষে ইশরাত সহ অন্যদের সংঘর্ষে খুনের ব্যাপারে কালো দাড়ি ও সাদা দাড়ি দুজনেরই অনুমতি ছিল।’ উষ্মা প্রকাশ করে আদালতকে সেই আইনজীবীর বক্তব্য ছিল, ‘‘সিবিআই চেয়েছিল কালো দাড়ি ও সাদা দাড়ির লোককে গ্রেপ্তার করতে, কিন্তু তা না পেরে লাল দাড়ির লোককে গ্রেপ্তার করেছে।” গুজরাটে সে সময় লাল দাড়ির নাম উঠলেই সঙ্গে চলে আসত সাদা দাড়ি আর কালো দাড়ির নাম। বলা হতো, ওরা যা বলবে সেই মতোই কাজ করে দেয় লাল দাড়ি। গুজরাট পুলিশের কাছে সে সময়ের মুখ্যমন্ত্রী নরেন্দ্র মোদী আর স্বরাষ্ট্র প্রতিমন্ত্রী অমিত শাহের কোড নেম ছিল ওই সাদা দাড়ি আর কালো দাড়ি। আর লাল দাড়ি হলো ডিজি বানজারা। লাল দাড়ির দাবি, ওদের কথা মতোই খতম করা হয়েছে ইশরাত জাহান, সোরাবুদ্দিন, কিংবা রাজনীতিতে বিরুদ্ধাচারণ করে ‘চক্ষুশূল’ হয়ে যাওয়া এমন কেউ, যাকে যেমন দরকার পড়েছে, সেই মতো। বেচাল হলেই মুশকিল। সেই লাল দাড়ি, ডিজি বানজারাই নাকি খুন করিয়েছিলেন রাজ্যের প্রাক্তন স্বরাষ্ট্র মন্ত্রী হারীন পান্ডিয়াকে। গোধরা পরবর্তী গণহত্যার সময় স্বরাষ্ট্রের দায়িত্বে ছিলেন এই পান্ডিয়া। খুন করানোর জন্য সোহরাবুদ্দিন শেখকে বরাত দিয়েছিলেন গুজরাট পুলিশের তৎকালীন ডিরেক্টর জেনারেল। পরে আবার ভুয়ো সংঘর্ষে খতম করে ফেলা হয় ওই সোহরাবুদ্দিনকেও। পরে আবার সেই সোহরাবুদ্দিন মামলার বিচারপতি সেন্ট্রাল ব্যুরো অব ইনভেস্টিগেশন (সিবিআই) আদালতের বিচারক ব্রিজগোপাল হরকিষণ লোয়ার মৃত্যু ঘটে রহস্যজনকভাবে। এবারও নাম ওঠে বিজেপি’র তৎকালীন সর্বভারতীয় সভাপতি অমিত শাহের। অভিযোগ তো অনেক ওঠে। কিন্তু সাদা দাড়ি, কালো দাড়ির বিরুদ্ধে বিরুদ্ধে অভিযোগ টিকিয়ে রাখা বড়ই মুশকিল। সোহরাবুদ্দিন মামলায় তবু তো অমিত শাহকে জেলে যেতে হয়েছিল। কিন্তু বিচারপতি লোয়া মামলা ধোপেই টিকলো না। সুপ্রিম কোর্টের পাঁচ বিচারপতি এই মামলার নিরপেক্ষ তদন্ত দাবি করলেও কিছুই হয়নি। বরং অমিত শাহকে জেলে পাঠিয়েছিলেন যে বিচারপতি সেই আকিল কুরেশিরই নিয়োগ আটকে যায়। ঠিক যেমন, দিল্লির হিংসায় বিজেপি নেতাদের উসকানি নিয়ে সরব হওয়ায় বদলি হয়ে যেতে হলো বিচারপতি এস মুরলীধরকে। শুধু নিজেকেই ‘বেকসুর খালাস’ করিয়ে নেওয়া নয়, এর মাঝে সবটা সামলে একে একে জেলের বাইরে এসেছে সব কুকর্মের সঙ্গীরাই। জেলের বাইরে এসেছে ‘এনকাউন্টার স্পেশালিস্ট’ বানজারাও। জেলের বাইরে নারোদা পাটিয়ার গণহত্যাকারী মায়া কোদনানিও। জেলের বাইরে বোমা বিস্ফোরণে অভিযুক্ত অসীমানন্দ কিংবা প্রজ্ঞা ঠাকুর। পরের জন তো সংসদের আসনকে ‘গৌরবাম্বিত’ করছেন। আবার গণহত্যায় দোষী ১৪ যাবজ্জীবন কারাদণ্ডে দণ্ডিতকে ছেড়ে দেওয়া হয় ‘ধম্মো-কম্মো করতে’। কারণ এতদিনে সেই সাদা দাড়ি আর কালো দাড়ি এখন দেশ শাসন করছে। গুজরাটের তখ্ত সামলে এখন সেই জুটি দেশের রাশ হাতে নিয়ে মানুষকে সহবত শেখানোর পাঠশালা চালাচ্ছেন। বিচার বিভাগ থেকে প্রশাসন, কোনও প্রতিষ্ঠানই তাঁদের রাডারের বাইরে নেই। তফাত অবশ্যই আছে। গুজরাটে মোদীর কিচেন ক্যাবিনেটের সদস্য অমিত শাহ একাই ১৮টি দপ্তর সামলালেও প্রতিমন্ত্রী হিসাবে আড়ালে কাটিয়ে গেছেন বরাবর। কিন্তু উনিশে জিতে সেই মোদীই শাহকে এগিয়ে দিতে বাধ্য হয়েছেন সামনে। ৩৭০ ধারা, বাবরি মামলা থেকে শুরু করে অনেক বড় লক্ষ্য পূরণ এবারের চাহিদা। তাই এবার সামনে থেকে সমান্তরালভাবেই কাজ করে চলেছেন কালো দাড়ি, তবে আড়াল খসে পাকে পাকে সে দাড়িতেও এখন বেশ কিছুটা পাক ধরেছে। সেই ২৭ ফেব্রুয়ারি মধ্যরাতে গোধরা থেকে গান্ধীনগর ফিরে মুখ্যমন্ত্রী নরেন্দ্র মোদী পুলিশ আর প্রশাসনের বাছাই করা লোকদের নিয়ে যে ‘গোপন বৈঠক’ করেছিলেন অভিযোগ, নিন্দুকেরা বলে থাকে সেই মিটিংয়ের আসল কারিগর আড়ালে থাকা ওই কালো দাড়িই। ‘হিন্দুদের রাগ মিটিয়ে নেওয়ার খানিকটা সুযোগ দেওয়ার’ নির্দেশ দেওয়ার সেই বৈঠকের কথা ফাঁস করেই হয়তো শেষ পর্যন্ত প্রাণ খোয়াতে হলো মোদীর সে সময়ের স্বরাষ্ট্র মন্ত্রী হারীন পান্ডিয়াকে। আরেক ২৭ ফেব্রুয়ারি যখন পুলিশকে দর্শক দাঁড় করিয়ে দিল্লিতে দাপিয়ে বেড়াচ্ছে উগ্র হিন্দুত্ববাদীরা তখন সেই পুলিশের ভূমিকার পেছনেও অমিত শাহের ভূমিকাই দেখছেন পর্যবেক্ষকরা। দিল্লি যখন জ্বলছে, সেই কালো দাড়ির লোকটাই কলকাতায় আসছেন। তবে দিল্লির গণহত্যার রক্ত মাখা হাত নিয়ে কালো দাড়ির সেই অমিত শাহ কলকাতায় এলেই বিক্ষোভ হবে, জানিয়ে দিয়েছেন পশ্চিমবঙ্গের ছাত্র-যুব, গণতন্ত্রপ্রিয় মানুষ। কারণ স্পষ্ট, এই অমিত শাহকে চেনেন বামপন্থীরা। এই আড়ালে থেকে ছড়ি ঘোরানোর কাজ করা লোকটাকে চেনেন গণতন্ত্রের পথে থাকা মানুষজন। তাই তাঁরা পথে থাকবেন। ঘিরে রাখবেন। আওয়াজ তুলবেন, ‘গো ব্যাক অমিত শাহ’।
নয়াদিল্লি, ২৮ ফেব্রুয়ারি— আবার কি নতুন করে হিংসার আগুন ছড়াতে শুরু করল উপদ্রুত এলাকাগুলিতে? শুক্রবার ভোরবেলা এক কাগজ কুড়ানিকে পিটিয়ে মারার খবর পাওয়া যায়। ৬০বছর বয়সি আয়ুব আনসারি নামের ওই কুড়ানিকে উত্তর-পূর্ব দিল্লির শিববিহার এলাকায় কে বা কারা আধমরা অবস্থায় বাড়ির সামনে ফেলে রেখে যায়। পরে গুরু তেগবাহাদুর হাসপাতালে (জিটিবি) মৃত্যু হয় ওই ব্যবসায়ীর। পরিস্থিতি আপাত শান্ত বলে দিল্লি পুলিশ জোর গলায় দাবি করলেও চারদিকে এখনও থমথমে। মৃত্যুমিছিলও অব্যাহত। এদিন জিটিবি হাসপাতালে আরও চারজনের মৃত্যুর খবর পাওয়া গিয়েছে। সবমিলিয়ে দিল্লির উত্তর-পূর্ব অংশের দাঙ্গায় মৃতের সংখ্যা বেড়ে দাঁড়ালো ৪২। মৃতের এই সংখ্যা পুলিশ স্বীকার না করলেও বিভিন্ন হাসপাতাল সূত্রে এমন খবরই মিলেছে। তবে বেসরকারি মতে মৃতের সংখ্যা আরও অনেক বেশি। বহু দেহের হদিশই মেলেনি বলে অভিযোগ স্থানীয় মানুষজনের। এদিন নতুন করে তেমন কোনও হাঙ্গামার খবর পাওয়া যায়নি। উপদ্রুত মহল্লাগুলি ছেড়ে বাক্সপ্যাঁটরা সমেত দলবেঁধে মানুষের নিরাপদ আশ্রয়ে চলে যাওয়ার ঢলও আটকাতে পারেনি প্রশাসনিক স্তোকবাক্য। এদিক-ওদিক কিছু দোকানপাট খুললেও এলাকা শুনশান, চারদিকে ধ্বংসের ছাপ প্রকট। নিরাপত্তা বাহিনীর টহল, ‘ভরসা জোগানো’ ফ্ল্যাগ মার্চও হারানো আস্থা ফেরাতে ব্যর্থ। প্রশাসনিক উদ্যোগকে বিশ্বাস করবেনই বা কী করে মানুষ? বিশেষ তদন্তকারী দল (সিট) গঠন করে দাঙ্গার অনুসন্ধানের ভার এমন দুই পুলিশকর্তার হাতে দেওয়া হয়েছে যাঁদের কাজের ধরন নিয়ে ‘সুখ্যাতি’ নেই। জয় তিরকে এবং রাজেশ দেও নামের ডেপুটি কমিশনার পদমর্যাদার ওই দুই পুলিশকর্তার নিরপেক্ষতা নিয়েই ঘোরতর প্রশ্ন আছে প্রশাসনিক মহলেই। রাজেশ দেও’কে তো অতি সম্প্রতি দিল্লি বিধানসভা নির্বাচনের দায়িত্ব থেকে সরিয়ে দিয়েছিল নির্বাচন কমিশন। শাহিনবাগে গুলি চালানোয় অভিযুক্ত কপিল গুজ্জরকে কোনও তদন্ত ছাড়াই রাজেশ আপকর্মী বলে দাবি করেছিলেন। এমন এক পক্ষপাতদুষ্ট পুলিশকর্তা কীভাবে ‘অবাধ ও সুষ্ঠু নির্বাচন’ তদারকি করবেন সেই প্রশ্ন তুলে দিল্লির পুলিশ কমিশনারকে চিঠি দিয়েছিল কমিশন। এই রাজেশ দেও’ই জামিয়া মিলিয়া বিশ্ববিদ্যালয়ে তদন্তে গিয়ে ১৫ ডিসেম্বর হামলার ঘটনায় জড়িত থাকার তকমা সেঁটে দিয়ে ১০পড়ুয়াকে জিজ্ঞাসাবাদের জন্য তলব করেন। এই রাজেশ দেও আবার জেএনইউ এবং জামিয়া নগরে হামলায় জড়িত থাকার অভিযোগে সর্জিল ইমামের তদন্তের অন্যতম সদস্য। রাজেশের মতোই দিল্লি পুলিশের গোয়েন্দা বিভাগের আরেক অফিসার জয় তিরকের পক্ষপাতিত্বের ‘সুনাম’ আছে। ৫জানুয়ারি জেএনইউ’তে এবিভিপি মুখোশধারীদের তাণ্ডবে জখম এসএফআই নেত্রী ঐশী ঘোষকেই তিনি উলটে অভিযুক্ত করেন হামলায় জড়িত থাকার অপরাধে। ১০জানুয়ারি তড়িঘড়ি সাংবাদিক সম্মেলন ডেকে তিনি এবিভিপি সদস্যদের নামোল্লেখই না করে অভিযুক্ত ৯জনের মধ্যে চার বামপন্থী ছাত্র সংগঠনের ৭জনের বিরুদ্ধে এফআইআর দায়ের করার কথা ঘোষণা করেছিলেন। গত কয়েকদিনের হামলার জেরে ঘরবন্দি ছিলেন আয়ুব আনসারি। খাবারও জোটেনি গোটা পরিবারের। এদিন প্রশাসনিক ঘোষণায় আস্থা রেখে ভোরবেলায় শিববিহারের বাড়ি থেকে বেরিয়ে পড়েছিলেন দু’পয়সা উপার্জনের জন্য। পার্শ্ববর্তী রাজ্য উত্তর প্রদেশের লোনিতে চলে যেতেন কুড়ানির কাজে। সকাল ৬টা নাগাদ বাড়ির দরজা খুলে পরিবারের লোকজন দেখেন রক্তাক্ত অবস্থায় পড়ে রয়েছেন আনসারি। জানা গিয়েছে, সকালেই একদল উন্মত্ত মানুষ তাঁকে ঘিরে ধরে কোন ধর্মাবলম্বী তিনি, তা জানতে চায়। আর তা জানার পরেই পিটিয়ে আধমরা করে ফেলে রেখে যায় বাড়ির দোরগোড়ায়। তাঁর আজন্ম বিশেষভাবে সক্ষম ছেলে সলমন বাবাকে জিটিবি হাসপাতালে নিয়ে গেলে চিকিৎসকরা মৃত বলে ঘোষণা করেন। তার আগে অবশ্য বাবাকে বাঁচাতে সলমন কোনক্রমে রিকশায় চড়িয়ে তিন কিলোমিটার দূরে একটি বেসরকারি ক্লিনিকে নিয়ে গিয়েছিলেন। কিন্তু সেখানে চিকিৎসার জন্য ৫হাজার টাকা চাওয়ায় দিন আনা দিন খাওয়া পরিবার সেই খরচ দিতে পারেনি। কয়েকজনের সাহায্যে অটোয় চড়িয়ে সলমন বাবাকে জিটিবি হাসপাতালে নিয়ে গেলেও শেষরক্ষা হয়নি। সলমনের মা ওঁদের সঙ্গে থাকেন না। হাসপাতাল চত্বরে কাঁদতে কাঁদতে সলমন বলেন, ‘‘চারদিক ঠিকঠাক মনে করে বাবা ভোরবেলায় বেরিয়ে পড়েছিল কাজে। কাগজ, লোহা বা ওই ধরনের জিনিসপত্র কুড়িয়ে বিক্রি করে দিনে ৩০০-৪০০টাকা রোজগার করত বাবা।’’ তিনদিন অভুক্ত থাকার পরে রোজগারের চেষ্টায় ভোরে বেরিয়ে পড়লেও ধর্মান্ধদের হাত থেকে রেহাই পেলেন না আনসারি। এই ঘটনা সত্ত্বেও দিল্লি পুলিশের মুখপাত্র রণদীপ রানধাওয়া এদিন দাবি করলেন, নতুন করে হামলার খবর পাওয়া যায়নি। পরিস্থিতি ক্রমশ শান্ত হয়ে আসছে। তিনি জানান, ১৮টি এফআইআর দাখিল করা হয়েছে। ৬৩০জনকে হয় গ্রেপ্তার নয়ত আটক করে রাখা হয়েছে। জখমের সংখ্যা ২৫০জনের মতো। প্রতি তিনজনের মধ্যে একজন জখম গুলির ঘায়ে বলে স্বীকার করেছেন রানধাওয়া। তবে তিনি মৃতের সংখ্যা ৩৮জনেই অনড় থাকেন। এদিন আরও চারজনের যে মৃত্যু হয়েছে, তা মানতে চাননি তিনি। আবার সদ্য দিল্লি পুলিশ কমিশনারের দায়িত্ব নেওয়া এসএন শ্রীবাস্তব জানান, ইতিমধ্যে ৩৩১টি শান্তি বৈঠক হয়েছে। উপদ্রুত এলাকায় প্রায় ৭হাজর আধাসেনা মোতায়েন আছেন শান্তিরক্ষায়। ফ্ল্যাগ মার্চ চলছে মানুষের মধ্যে আস্থা ফেরাতে। শ্রীবাস্তব এমন দাবি করলেও মানুষের আতঙ্ক কাটেনি। হামলাবাজরা এদিক-ওদিক হাঙ্গামা চালাচ্ছে বলেই অভিযোগ। আবার দায়িত্বপ্রাপ্ত পুলিশ অফিসাররা স্বীকার করছেন, বহিরাগতরাই মূলত দাঙ্গা ছড়িয়েছে। আর এরসঙ্গে জুটে গিয়েছিল স্থানীয় দুষ্কৃতীরা। তবে তাঁরা স্বীকার না করলেও স্পষ্ট, বহিরাগত বা যাই হোক, হামলার ছক পূর্ব পরিকল্পিত। দীর্ঘদিন ধরে অস্ত্রশস্ত্র মজুত করে নামা হয়েছে ময়দানে। পরিস্থিতি যে এখনও স্বাভাবিক হয়নি তা বোঝা যাচ্ছে দিল্লির আদালতগুলিতে গেলেই। উপদ্রুত এলাকা থেকে অভিযোগকারী অথবা আইনজীবী কেউই হাজির হতে পারছেন না আদালতে। ফলে সাম্প্রতিক দাঙ্গা সংক্রান্ত মামলার বিচার চালানো সম্ভব হচ্ছে না। সিলামপুর, জাফরাবাদ, গোণ্ডা চক, মৌজপুর, চাঁদবাগে বসবাসকারী আইনজীবীরা আসতেই পারছেন না আদালতে। ফলে মামলাও ঝুলে রয়েছে। এমনকি অভিযোগকারীরাও পরিস্থিতি থমথমে এবং আতঙ্ক কাটিয়ে উঠতে না পেরে যেতে পারেননি আদালতে। এদিকে, কংগ্রেসের ‘রাজধর্ম’ পালনের দাবিকে ফুৎকারে উড়িয়ে দিতে চাইল বিজেপি। উলটে বিজেপি’র পক্ষ থেকে সোনিয়া গান্ধী সহ কংগ্রেসকে ‘জ্ঞান’ না দেওয়ার কথা বলা হয়েছে। এদিন সাংবাদিকদের কাছে বিজেপি নেতা রবিশঙ্কর প্রসাদ কংগ্রেস নেতাদের ‘নিজেদের চরকায় তেল দিন’ বলে পালটা হুমকিও দিয়েছেন। এরই সঙ্গে কপিল মিশ্র বা পরবেশ ভার্মার মতো বিজেপি নেতাদের উসকানিমূলক মন্তব্যের সঙ্গে তাঁরা সহমত নন, এমন সাফাইও শোনা যায় রবিশঙ্করের মুখে।

কলকাতা, ২৮ ফেব্রুয়ারি— দিল্লি যখন জ্বলছে তখন ভুবনেশ্বরে পশ্চিমবঙ্গের মুখ্যমন্ত্রীর ভূমিকা নিয়ে প্রশ্ন তুললেন বামফ্রন্ট এবং কংগ্রেস নেতৃবৃন্দ। কেন্দ্রীয় স্বরাষ্ট্র মন্ত্রীর সঙ্গে বৈঠকে গিয়ে সিএএ, এনআরসি, এনপিআর নিয়ে মুখ্যমন্ত্রী মুখ না খুলে বিজেপি’র সঙ্গে তাঁর সমঝোতাকেই ফের প্রমাণ করেছেন বলে অভিযোগ করেছেন তাঁরা। পূর্বাঞ্চলীয় রাজ্যগুলির মুখ্যমন্ত্রীদের সঙ্গে শুক্রবারই বৈঠক করেছেন কেন্দ্রীয় স্বরাষ্ট্র মন্ত্রী অমিত শাহ। মুখ্যমন্ত্রী মমতা ব্যানার্জি সেখানে যোগ দিলেও দিল্লির ঘটনায় কেন্দ্রীয় সরকারের ভূমিকার কোনও নিন্দা করেননি। এই প্রসঙ্গে সিপিআই(এম)’র রাজ্য সম্পাদক সূর্য মিশ্র টুইটারে মমতা ব্যানার্জি ও অমিত শাহের ভোজনের ছবি দিয়ে বলেছেন, বাংলার মুখ্যমন্ত্রী নিজেই জানিয়েছেন যে এআরসি, এনপিআর, সিএএ এবং রাজ্যের আইন-শৃঙ্খলা নিয়ে কোনও কথা হয়নি। কেবল দিল্লিতে শান্তির জন্য আবেদন করা হয়েছে এবং রাজ্যের কয়লা সেস নিয়ে আলোচনা হয়েছে। দেশের এইরকম কঠিন পরিস্থিতিতে জ্যোতি বসু এবং বিজু পট্টনায়েকের মতো মুখ্যমন্ত্রীদের অভাব অনুভব করছি। বামফ্রন্ট পরিষদীয় দলনেতা সুজন চক্রবর্তী বলেছেন, মুখ্যমন্ত্রী তাঁর ভাইপোর মা’কে নিয়ে ফুরফুরে মেজাজে পুরীতে ঘুরেছেন। ফুরফুরে মেজাজ নিয়ে স্বরাষ্ট্র মন্ত্রীর সঙ্গে বৈঠক করেছেন। এর আগে রাজভবনে মোদীর সঙ্গে বৈঠক করতে চলে গিয়েছিলেন, বলেছিলেন টাকা চাইতে গেছেন। অর্থ মন্ত্রী এবং অর্থ দপ্তরের অফিসারদের ছাড়া টাকা চাইতে গেছিলেন? এবারও বলছেন কেন্দ্রীয় স্বরাষ্ট্র মন্ত্রীর কাছে নাকি বুলবুল ঝড়ের জন্য টাকা চাইতে গেছিলেন। এমন হতে পারে যে মুখ্যমন্ত্রীর কাছে এনআরসি, সিএএ’র চেয়ে সিবিআই বেশি গুরুত্বপূর্ণ। কাকে বাঁচাতে ভাইপো’র মাকে নিয়ে তিনি চারদিন ধরে ওখানে পড়ে রয়েছেন তা মুখ্যমন্ত্রীই বলতে পারবেন। স্বরাষ্ট্র মন্ত্রীও দেখা যাচ্ছে বাংলার সরকারকে খুবই ভরসা করেন। সমঝোতা খুবই গভীর। তাই দিল্লিতে গণহত্যার পরে অমিত শাহকে পশ্চিমবঙ্গে সভা করার অনুমতি দিয়েছেন মুখ্যমন্ত্রী। এদিকে দিল্লির হিংসার প্রতিবাদে এদিন সুবোধ মল্লিক স্কোয়ার থেকে ধর্মতলা পর্যন্ত প্রতিবাদ মিছিলের ডাক দিয়েছিল প্রদেশ কংগ্রেস। সেই মিছিলে অংশগ্রহণ করেন কংগ্রেসের সংসদীয় দলের নেতা অধীর চৌধুরি, প্রদেশ কংগ্রেস সভাপতি সোমেন মিত্র এবং অন্যান্য প্রদেশ কংগ্রেস নেতারা। ভুবনেশ্বরে মমতা ব্যানার্জি- অমিত শাহ বৈঠক সম্পর্কে এদিন অধীর চৌধুরি বলেন, তুমিও থাকো, আমিও থাকি, তুমিও খাও, আমিও খাই, এই লক্ষ্যে উভয়ের মধ্যে সমঝোতা বৈঠক হয়েছে। এনআরসি সিএএ নিয়ে উভয়ের মধ্যে কোনও মতপার্থক্য নেই, তাই ওগুলো নিয়ে আলোচনাও হয়নি। সারা দেশ যখন দিল্লিকাণ্ডের জন্য কেন্দ্রীয় স্বরাষ্ট্র মন্ত্রীর পদত্যাগ চাইছে, তখন মমতা ব্যানার্জি স্বরাষ্ট্র মন্ত্রীর সঙ্গে বৈঠক করছেন! অধীর চৌধুরি একথাও বলেন, কিছুদিন আগে সোনিয়া গান্ধী যখন বিজেপি বিরোধী ধর্মনিরপেক্ষ দলগুলির বৈঠক ডাকলেন তখন মুখ্যমন্ত্রী গেলেন না। আর এখন ভুবনেশ্বরে অমিত শাহ বৈঠকে ডাকতেই চারদিন আগেই চলে গেলেন? প্রদেশ কংগ্রেস সভাপতি সোমেন মিত্রও বলেন, একসময়ে যাকে খুনি বলেছিলেন তাঁর সঙ্গে বৈঠকে বসতে গেলেন কেন মুখ্যমন্ত্রী?
ভুবনেশ্বর, ২৮ ফেব্রুয়ারি- নাগরিকত্ব সংশোধনী বিল নিয়ে বিতর্ক, দিল্লির ভয়াবহ দাঙ্গার ছায়ামাত্র পড়েনি অমিত শাহের সঙ্গে মমতা ব্যানার্জির সাক্ষাতে। কেন্দ্রীয় স্বরাষ্ট্রমন্ত্রী অমিত শাহের সঙ্গে বৈঠকে নাগরিকত্ব সংশোধনী আইন, এনআরসি’র প্রসঙ্গ তোলেননি পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা ব্যানার্জি। শুক্রবার পূর্বাঞ্চলীয় পরিষদের বৈঠক ছিল ভুবনেশ্বরে। সেই বৈঠকে ওডিশা, বিহার, ঝাড়খণ্ডের মুখ্যমন্ত্রীদের সঙ্গে ছিলেন মমতাও। পরে, নবীন পট্টনায়েকের বাসভবনে অমিত শাহের সঙ্গে মধ্যাহ্নভোজনও করেন। কিন্তু যা নিয়ে দেশজুড়ে ঝড় উঠেছে, সে-প্রসঙ্গে শাহের সামনে মুখ খোলেননি মমতা। সাংবাদিকদের প্রশ্নের উত্তরে তিনি বলেন, ‘ওরাও তোলেনি, আমিও তুলিনি’। তাঁর যুক্তি এই বৈঠকের আলোচ্যসূচিতে ওই প্রসঙ্গ ছিল না। বৈঠকে বা পরে মধ্যাহ্নভোজে শাহের মুখোমুখি বসে দেশের পরিস্থিতি সম্পর্কে কোনও কথাই বলেননি মমতা। তাঁর দাবি, বৈঠকে তিনি দিল্লির দাঙ্গার প্রসঙ্গ তুলে দুঃখপ্রকাশ করেছেন। পরে, সাংবাদিকদের সঙ্গে কথা বলার সময়ে এমনভাবে কথা বলেন মমতা যাতে অমিত শাহের পক্ষে কোনও অস্বস্তির কারণ না হয়। তিনি বলেন, দিল্লিতে যা ঘটেছে তার জন্য আমি খুব দুঃখিত। এক পুলিশ কনস্টেবল ও এক আইবি অফিসারও মারা গেছেন। শান্তি ফিরিয়ে আনতে হবে। দেশজুড়ে অমিত শাহের পদত্যাগের দাবি উঠেছে, তাঁকে সরিয়ে দেবার জন্য বিরোধী দলগুলি রাষ্ট্রপতির কাছে দাবিও জানিয়েছে। তিনি অমিত শাহের ইস্তফা চাইছেন কিনা প্রশ্ন করা হলে মমতা বলেন, ‘প্রথমে সমস্যার সমাধান করতে হবে। তারপর রাজনীতি নিয়ে আলোচনা করা যাবে।’ তাঁর খোঁচা বরং ছিল বিরোধী দলগুলির প্রতি, যারা শাহের পদত্যাগ দাবি করছে। অমিত শাহ বা কেন্দ্রীয় সরকারের কোনও সমালোচনা বৈঠকের ভেতরে যেমন করেননি, বাইরেও করেননি মমতা। তাঁর সাবধানী মন্তব্য, দেশে শান্তি থাকা উচিত, আক্রান্তদের ক্ষতিপূরণ দেওয়া উচিত। উল্লেখ্য, দিল্লির ভয়াবহ দাঙ্গার ঘটনা সম্পর্কে প্রথম থেকেই কার্যত নীরব পশ্চিমবঙ্গের মুখ্যমন্ত্রী। তাঁর প্রাথমিক প্রতিক্রিয়া ছিল, ‘কেন হচ্ছে জানি না’। গত চারদিন ধরে সারা দেশ বিশদে জেনেছে দিল্লিতে কী হচ্ছে, কারা তার পিছনে আছে, কী মাত্রায় মানুষের ওপরে আক্রমণ হয়েছে। অথচ স্বরাষ্ট্রমন্ত্রীকে সামনে পেয়েও এই প্রশ্ন উত্থাপন করার সাহস অথবা আগ্রহ দেখাননি মমতা। কিন্তু অমিত শাহের সঙ্গে মধ্যাহ্নভোজ সেরেছেন। বেশি কিছু খাননি, রায়তা খেয়েছেন। নবীন পট্টনায়েকের সরকারি বাসভবনে এই ভোজ সম্পর্কেও মমতা সাংবাদিকদের বলেন, আমি দুপুরে খাই না। কিন্তু স্বরাষ্ট্র মন্ত্রী, ওডিশার মুখ্যমন্ত্রীর সম্মানে মধ্যাহ্নভোজে গিয়েছিলাম। সেখানে কথোপকথনের সুযোগ থাকা সত্ত্বেও অমিত শাহকে সিএএ বা দিল্লির প্রসঙ্গে কিছু বললেন না কেন, এদিন এই প্রশ্নের উত্তর মেলেনি মমতার কাছ থেকে। বরং খুবই খুশির মেজাজে ছিলেন পশ্চিমবঙ্গের মুখ্যমন্ত্রী। পর্যবেক্ষকদের ধারণা, অমিত শাহ যাতে ‘অসন্তুষ্ট’ না হন সেই মতো কৌশলী পা ফেলেছেন মমতা। প্রধানমন্ত্রীর ডাকা বৈঠকেও যিনি মাঝেমধ্যেই যান না, সেই মমতাই ভুবনেশ্বরের বৈঠকের জন্য অতি-আগ্রহী ছিলেন। এর মধ্যেই দিল্লিতে দাঙ্গার ঘটনা ঘটতে শুরু করায় দিল্লি পুলিশের ভূমিকা তীব্র সমালোচনার মুখে পড়ে। কিন্তু মমতা মুখ খোলেননি, যেহেতু দিল্লি পুলিশ অমিত শাহের নিয়ন্ত্রণাধীন। অমিত শাহের কলকাতায় জনসভার অনুমতি দিয়েই মমতা ওডিশার রাজধানীতে এসেছেন। সিএএ’র বিরুদ্ধে রাজ্যের রাস্তায় মিছিল করলেও কেন্দ্রের সঙ্গে সমঝোতার লম্বা দড়ি ফেলে রাখছেন তিনি। পূর্বাঞ্চলীয় পরিষদের বৈঠকে রাজ্যের প্রাপ্য না মেলার কথা বলেছেন বলে মমতা জানান। তাঁর অভিযোগ, ঝড় ফণী সহ অন্যান্য প্রাকৃতিক বিপর্যয়ে কেন্দ্রের যথাযথ সাহায্য মেলেনি, মোট ৫০ হাজার কোটি টাকা বকেয়া রয়েছে। পণ্য পরিষেবা করে রাজ্যের প্রাপ্য অংশ পেতে দেরি হচ্ছে এবং কেন্দ্রীয় করে রাজ্যের ভাগ কমিয়ে দেওয়া হয়েছে। বৈঠকে ওডিশার মুখ্যমন্ত্রী নবীন পট্টনায়েক ছাড়াও বিহারের মুখ্যমন্ত্রী নীতীশ কুমার, ঝাড়খণ্ডের মুখ্যমন্ত্রী হেমন্ত সোরেন উপস্থিত ছিলেন। পট্টনায়েক কয়লা রয়্যালটি, পুর্বাঞ্চলে টেলিযোগাযোগ ও ব্যাঙ্কিং ব্যবস্থার ঘাটতির কথা তোলেন।
देश की राजधानी दिल्ली में 23 फ़रवरी 2020 से शुरू हुई पूर्व-नियोजित भयानक मुस्लिम-विरोधी हिंसा ने, जिसमें अब तक 42 लोगों की जानें जा चुकी हैं, एक बात बहुत साफ़ तौर पर बता दी है, वह यह कि नागरिकता संशोधन क़ानून (सीएए), राष्ट्रीय जनसंख्या रजिस्टर (एनपीआर) और राष्ट्रीय नागरिक रजिस्टर (एनआरसी) भारत के लिए अत्यंत विभाजनकारी व विघटनकारी हैं। इन्हें फ़ौरन वापस लिया जाना चाहिए या रद्द कर देना चाहिए, नहीं तो दिल्ली से भी ज़्यादा ख़ौफ़नाक हालात देश में पैदा हो सकते हैं।
उत्तरी पूर्वी दिल्ली में बीते दिनों हुई हिंसा में मरने वालों की संख्या 42 तक पहुंच गई है। वे इलाके जो हिंसा से प्रभावित थे, वहां अब भी मुर्दनी छाई हुई है। सड़कों पर पुलिस, रैपिड ऐक्शन फोर्स और अर्धसैनिक बलों के जवान बड़ी संख्या में नजर आ रहे हैं। इन इलाकों में गाड़ियां जलाई गईं, दुकाने लूटी गईं और घर भी जला दिए हैं। नफ़रत की आग से उठे धुएं ने कई लोगों की जान भी ली है। हिंसा प्रभावित खजूरी खास के श्रीराम कालोनी की गली नंबर 18 में रहने वाले 30 साल के बब्बू की मौत दंगों में हो गई है। बब्बू आटो ड्राइवर थे और उनके तीन बच्चे हैं। बब्बू अपने घर में इकलौते कमाने वाले थे। वो किराए के मकान में रहते थे। बब्बू की मौत तीन दिन तक जीटीबी हॉस्पिटल में भर्ती रहने के बाद हुई।

This scene is a grim reminder of the mindset and the purpose with which the rioters came into these lanes.
The workers of NLC India Limited (NLCIL) (formerly Neyveli Lignite Corporation Limited) won a historic struggle by ensuring the appointment of contract workers to permanent posts. Persistent agitations over the past three years have resulted in victory for several thousand workers. GLOBAL COMPACT OF RIGHT-WING AUTHORITARIAN REGIMES ************************************************************************ Trump has been in the forefront of a global resurgence of the right wing that has thrived on racism, attacks on minorities and ethnic and religious chauvinism. These forces, many of which are in power across the world – Israel, United Kingdom, India, Philippines, Brazil and Turkey – have established close links with each other, the recent Howdy Modi event being a classic example. India’s invitation to Brazilian president Jair Bolsonaro who is infamous for his misogynist and racist statements is yet another instance of such cooperation. These regimes have championed building walls, segregating minorities, targeting migrants and attacking gender rights. They have unleashed and encouraged a wave of right-wing attacks in their respective countries too, targeting the most vulnerable sections of society.
SOLIDARITY WITH PEOPLE OF PALESTINE, CUBA, IRAN & VENEZUELA ************************************************************************ The Trump regime has intensified the US war against the people of countries such as Palestine, Cuba, Venezuela and Iran. Its primary weapon has been sanctions which have caused massive hardship. As part of US support for the coup attempt in Venezuela, the Trump administration has enacted a series of harsh unilateral measures. Research conducted in 2019 indicates that US sanctions may have caused over 40,000 deaths in the country between 2017 and 2018. As for Cuba, the invocation of Title III of Helms Burton Act by the Trump administration marks the latest chapter in the decades-long assault on the lives and livelihoods of the common people there. In Iran, wave after wave of crippling sanctions have led to a rise in unemployment and curtailed growth. Among the worst targets of the Trump regime’s policies have been the people of Palestine. Under Trump, the US has backed Israel to the hilt which has in turn unleashed an unprecedented wave of repression against the Palestinian people, especially protesters at the Great March of Return. From shifting the US embassy to Jerusalem to announcing the ‘deal of the century,’ Trump has been an implacable enemy of the rights and aspirations of the Palestinian people.
ATTACK ON PEACE & SECURITY******************************************************************************************************************* US is exerting pressure on India to completely depend on it for all its defence requirements. It is under US pressure that Indian government has allowed 100 per cent private investment in defence production. It has threatened sanctions when India intended to purchase advanced missile defence system S-400 from Russia. India-US nuclear deal initiated the process for strengthening the defence partnership between the two countries and a slew of defence deals were signed that severely compromise India’s strategic, defence and security interests. COMCASA, LEMOSA are two such examples. Even during the present trip, Trump intends to sell US weapons to India and increase India’s dependency on the US. All these measures are extremely dangerous to the security and sovereignty of our country. Under Trump, US imperialist aggression has intensified, bringing the world closer to nuclear holocaust. The US has withdrawn from the Intermediate Range Nuclear Forces Treaty, one of the pillars of global disarmament. The doomsday clock indicating the proximity to man-made catastrophe is at its closest to midnight since its origin in 1947. Trump has also championed a space-based missile defense layer, setting the stage for a dangerous weaponisation of space. The US has brought West Asia to the brink of another catastrophic war by withdrawing from the Iran nuclear deal and assassinating Iranian General Qassem Soleimani. It continues to blatantly support Israeli aggression on Palestine and neighbouring countries and is the largest weapons supplier to Saudi Arabia whose war on Yemen has led to one of the worst humanitarian crises of the century. In South East and East Asia, through initiatives such as the Indo-Pacific strategy and the QUAD, the US has been promoting a provocative encirclement of China alongside its trade and technological wars. In Latin America, it has supported and endorsed coups and coup attempts in Bolivia and Venezuela. Consequently, US defense spending has steadily increased since Trump came to power. Today, the US military budget is not only the highest in the world but is more than that of the next 11 countries combined.
ATTACK ON WOMEN'S RIGHTS ***************************************************************************************************** The Trump administration has worked to systematically undermine sexual and reproductive rights both in the US and around the world. It has dismantled funding to various organisations that work on the issue of sexual and reproductive care, including access to abortions, through an expansion of the ‘global gag rule’. This rule bars any organisation that provides, or makes referrals, for abortions in its family planning from receiving federal funding. As a result of this, in the US, access to these health services are shrinking and especially poor women, women of colour and transgender people are deprived of the basic human right of healthcare. Trump also harbours patriarchal and misogynist views on women, which deny them their right to choice and take decisions on their future.
OFFENSIVE ON MANUFACTURING & INVESTMENT POLICIES ********************************************************************************************************************* In 2018, the Trump administration applied unilateral tariffs on steel and aluminium imports from several developing countries, including India. Reports indicate that India’s exports of steel products fell by 46 per cent in 12 months as a result of the US action. In January 2020, US tariffs were expanded to downstream products such as electrical wires and parts for automobiles and tractors. The May 2019 US withdrawal of India’s Generalised System of Trade Preferences (GSP) benefits has also hit Indian manufacturing products, including textiles and auto components. The GSP entails duty free access to over 2000 products worth around $6 billion. The US has also targeted India’s investment limits in a range of sectors such as insurance and banking where foreign ownership is capped at 49 per cent and 74 per cent respectively. Foreign investment limits in media are also an area of concern as are the 51 per cent limit on multi-brand retail with local sourcing requirements. Removal of all these industrial policy tools will be a key target of the US delegation.
EXACERBATING THE CLIMATE CRISIS ******************************************************************************************************* Trump is a climate change denier. True to his word, he has initiated the formal process of withdrawing the US from the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC). The US is the world’s biggest historical emitter of greenhouse gases. Therefore it has a multiple responsibility in taking on the largest emission reductions and at the same time addressing its burden of climate reparations by providing adequate finance and green technologies to developing countries that are disproportionately impacted by the climate crisis. Instead Trump has refused to pay the US’ due share to the Green Climate Fund (GCF) and attacked India for supposedly asking for billions of dollars in foreign aid for its climate efforts. Unfortunately, the Modi government has refused to stand up to US bullying.
SUBVERTING INDIA & DEVELOPING COUNTRIES AT THE WTO *********************************************************************************************************** The US has targeted India at the WTO on multiple counts. It has challenged India’s policies on public stockholding and minimum support prices (MSP). These policies are critical to implement the National Food Security Act to ensure that the poor have access to food and farmers receive adequate prices. The US has also taken India to the WTO Court for adopting policies focused on domestic solar cell producers and subsidies for export oriented units (EOU). Under Trump, the US is leading the charge to ensure that India and other developing countries are no longer classified as developing countries in the WTO. This will rob these countries of provisions such as Special and Differential Treatment (S&DT) that allow for flexible commitments and longer implementation periods keeping in mind their developmental status. The US is also the prime mover in shutting down the WTOs appellate body that was critical in resolving trade disputes.
US CORPORATE AGENDA ON E-COMMERCE ********************************************************************************************** There is immense pressure from the US on developing countries to sign on to an international digital trade regime at the World Trade Organisation (WTO). What are innocuously called ‘e-commerce’ negotiations would be a free-for-all for US big tech to continue to increase their control over the economy and the political process. Provisions such as free cross-border data flows without compensation, extension of US private law over e-signatures and e-authentication, and a ban on requiring local presence will limit our ability to ensure digital development in the public interest. These rules are based on principles designed by corporations such as Amazon and Google and are intended to help these firms dominate markets in the developing world. Trump has been pushing India to allow unbridled access to these corporations which will enable the US to exercise power over digital technology. Such an agreement would be disastrous for the Indian economy for decades to come, and would push farmers, traders and workers into further misery and compromise our digital industrialisation pathway.
UNDERMINING ACCESS TO HEALTH CARE************************************************************** India is a critical producer of affordable generic medicines. India’s patent law safeguards play a key role in enabling its generic manufacturers to compete and produce medicines at affordable prices. Thanks to competition stemming from Indian generics, the price of medicines to treat diseases such as HIV, tuberculosis (TB) and cancer are affordable. During Trump’s visit, India will once again face pressure to give into demands that protect the interests of US pharmaceutical corporations. Reports indicate that the US is already exerting pressure on India to revise sections of the Indian Patent Act that allow for compulsory licensing and prohibit frivolous patent applications through the tactic of ‘evergreening’. The US has also targeted India’s progressive policy on price controls on medical devices such as cardiac stents and knee implants. Acceding to this demand will allow US multinationals to fix high prices that would compromise access. The Indian government must not give into pressure that will undermine access to affordable generic medicines, devices and vaccines for people in India and across the world.
ADVERSE IMPACTS ON INDIAN AGRICULTURE8888****************************** India is a large target market for US agribusiness companies; for products such as almonds, walnuts, cashews, apples, chickpeas, wheat, soybean, maize and peanuts. Huge budgetary allocations and subsidies provided by the US government allow its agribusiness corporations to distort prices and out-compete local farmers in developing countries. The 2019 US Farm bill allocation was $867 billion (Rs 60,69,000 crores). So far, India has used tariffs as a policy tool to protect its farmers from such an import glut. Trump is demanding that India remove these tariffs. He is also targeting India’s dairy and poultry sector that together sustain the livelihoods of over 100 million households. Many peasant groups such as the All India Kisan Sabha (AIKS) and Indian Coordination Committee of Farmers Movements (ICCFM) have already written to the Indian government to desist from further opening up agricultural markets to subsidised products from the US.

We have requested your office for an appointment so that we can share our concerns.

The main need now is for an impartial and just intervention to ensure peace in the capital. As home minister, people of the capital hoped that you would make an immediate intervention for peace and were disappointed that your appeal for peace came after a delay of a day and a half.

In this genuine humanitarian crisis and the need for a global solidarity, the US rumour mills have continued with their propaganda war on China. The news establishment, led by New York Times, Washington Post, have simultaneously blamed China for being “secretive” and “not doing enough”, as well as taking China to task for “draconian” steps that are human rights violation, and not warranted to contain the epidemic. In their propaganda of China as an authoritarian state distant from its people, they are unwilling to accept that the Chinese citizens have shown exemplary discipline and faith in their government. They have sacrificed their earnings, accepted the enormous hardship imposed by the quarantines and lockdowns. Their doctors and nurses leading from the front. The proof of this is the continuing fall of the numbers in China, and virtually confining the disease now to only one province in China.

What about vaccines? A number of vaccines are under development and will go into clinical trials soon. A new vaccine development platform using genetic engineering – messenger RNA’s or mRNA – is now ready for such trials. This route is faster than the traditional vaccine routes. But any vaccine would still have to go through a series of animal and human trials before it can be used as a preventive measure. The WHO’s chief scientist, Dr Soumya Swaminathan, in a press conference on February 11, stated that it would take at least 12 to 18 months for a vaccine to become available for wider use. In short, we will be ready with a vaccine for the next round of the disease, but not in this one.

If the new outbreaks can be delayed by even a few weeks, the world would have more ability to deal with the epidemic. More importantly, the global flu season in the northern hemisphere is nearing its end, and that would release many more hospital beds and health personnel for handling a new epidemic. Do we have drugs to treat the COVID-19 infections? A combination of HIV drugs –lopinavir with a low dose of ritonavir – can be used to fight the novel coronavirus. WHO has confirmed that the antiviral drug remdesivir, developed originally against ebola though did not serve this purpose, is effective against the virus. Also effective is blood plasma transfusion in patients from those who have recovered. It can be used to treat seriously sick patients as it already has antibodies against the virus. This is not a new treatment, but with more than 30,000 patients recovering, there is now a large pool of donors who can be harnessed for such transfusions.

According to WHO, we know much less about its transmissibility than for example the flu virus. This makes containment more difficult and the possibility of a global pandemic.

Unlike China and the herculean efforts put in by its government and the people, containment in other parts of the world is not going to be so simple. The saving grace is that the countries seeing higher infection rates have all followed the Chinese path: lockdown of affected towns and localities, isolating the patients, and quick follow up on the contacts. Though Iran, under brutal US sanctions, would have problems with medicines, diagnostic kits, etc, it has a much stronger state compared to many others in the region.

THE novel coronavirus or COVID-19 epidemic appears to be under control in China, but could create new epicentres in South Korea, Italy and Iran. If this happens and creates multiple countries acting as new centres of the epidemic, we could be moving towards a pandemic. South Korea saw 214 new infections on February 24, though reports indicate a sharp drop in new infections. Northern Italy is now under lockdown, and has emerged as another centre of the epidemic, with people returning from Italy spreading the infections to other countries. On February 24, Italy reported more than 100 new cases, though the figures for 25th claim a rapid drop. Though numbers in Iran are reported to be under 100, the news that the deputy health minister, is himself one of those infected has prompted fears that the numbers could be much higher than detected.

In the process it also pushes to the background the rich Marxist tradition of analysis of fascist, semi-fascist, proto-fascist and supremacist tendencies under capitalism, which sees the flourishing of such tendencies as a bulwark of capitalism in times of acute economic crisis. The liberal bourgeoisie, needless to say, would not accept Marxist analysis; but for sections of the Left to ignore Marxist analysis and accept liberal bourgeois terms amounts to disarming oneself conceptually.
The term “populism” thus has been transformed from its original meaning, of seeing the “people” as undifferentiated in class terms, into something quite different, which underplays the viciousness of Right-wing supremacism, and which lumps it along with redistributive economic measures in favour of the poor, as belonging to one kindred tendency.
Sometimes a hyphenated word “nationalist-populist” is used to describe the Right-wing supremacist movements currently sweeping across the world. This is doubly objectionable as it lumps together both instances of lack of differentiation, of “nationalism” as an undifferentiated evil and of “populism” as another undifferentiated evil.
Thus all sorts of fascistic, semi-fascistic, quasi-fascistic movements,and movements that uphold the supremacy of this or that religious or ethnic group, are passed off euphemistically as “populist”; they are thereby implicitly treated on par with progressive movements and governments, which demand or implement redistributive measures in favour of the poor.
By calling redistributive measures “populist”, and hence unwise as they fritter resources at the expense of economic growth, this discourse implicitly suggests that economic growth is ultimately beneficial for the poor; it believes in short in the operation of a “trickle down” effect of growth, even though all evidence points to such “trickle down” being a bogus concept.
Between such “Left populism” and “Right populism” both of which are debunked, there is supposedly a virtuous middle that is free of “populism”; and this middle, upon close examination,turns out to be the pursuit of classic neo-liberal policies in the realm of the economy and subservience to liberal bourgeois ideology in the realm of the polity. The term “populism” in this sense in short is embedded within the liberal bourgeois discourse.
To give plausibility to this utterly elastic and catch-all concept, a distinction is then drawn between “Left populism” and “Right populism”: redistributive measures in the realm of the economy are then categorised as “Left populism” while the fomenting of communal hatred is called “Right populism”.
One finds however a very different sense in which the term “populism” is frequently used these days. According to this, the “people” are seen in opposition to the “elite”, and measures which are meant to appeal to the “people” and not in sync with the views of the “elite”, are advocated as desirable. This concept of “populism” is so fuzzy that it is supposed to cover everything from redistributive measures in the realm of the economy to rampant communal hatred directed against a minority group.
This held that the differences among the peasants corresponded to family size, so that the per capita size of holdings did not differ much among them. A leading exponent of this view was A V Chayanov, who has accordingly been called “neo-populist”, as he was reviving anew the old populist conception of a peasantry not differentiated by class status.
The term “populism” was used to describe the tendency which saw the “people” as an undifferentiated entity. And the Marxist critique of “populism” stated that the latter did so precisely at a time when differentiations were growing among the “people”. The Marxists themselves of course use the term “people”, such as the “people’s democratic dictatorship”; but they see the “people” as consisting of specific classes, not as an undifferentiated mass.
The Bolsheviks on the other hand had argued that the mir no longer existed as an undifferentiated entity, that Russia was developing capitalism rapidly which had destroyed the mir, and, that therefore the newly-created urban working class had to be the leader of the revolution. Lenin’s book The Development of Capitalism in Russia had underscored this point.
This term was used by members of the Russian Social Democratic Labour Party, and especially its Bolshevik wing, to refer to the views of the Narodniki in their debates about the strategy of revolutionary transformation in that country. The Narodniki had wanted a direct transition from the village communes (mir) that had existed earlier in Russia, to socialism.
Likewise, consider the term “liberalisation”. By giving this name to its reform agenda, Right-wing bourgeois theory suggests that anyone opposed to it is “illiberal” and hence implicitly “authoritarian” and “anti-democratic”; this is despite the fact that “liberalisation” has precisely the opposite effect of unleashing primitive accumulation of capital, effecting mass deprivation, suppressing the rights of petty producers, all of which are virulently anti-democratic. This is why we have, ironically, statements like “Bolsonaro (who is actually a ruthless anti-democrat) is pursuing ‘liberal policies’!”
For example, the term “structural” used to be an integral part of the Left lexicon. While Right-wing bourgeois theory wanted third world countries merely to “leave things to the market”, the Left in the third world had always opposed such market solutions on the grounds that the problem in these countries was “structural”; their structures, it had argued, had to be changed, above all through land reforms including land redistribution.
CLASS struggle occurs in the realm of concepts too. The World Bank for instance systematically counters Left concepts by employing a novel tactic: it uses the very same concepts as are used by the Left, but gives them a wholly different meaning; as a result they either come to mean something entirely different from what the Left had originally meant by them, or, at the very least, they become fuzzy and hence useless to the Left. In either case the power of the Left concept is neutralised.
Earlier, when the United States demanded that India should stop imports of Iranian oil, the Modi government promptly complied. Instead India is now compelled to buy US oil and gas and make a virtue out of it. India has not even criticised the totally one-sided peace agreement proposed between Israel and Palestine whereby Israel can more or less annex all the occupied territories. Shockingly, the ministry of external affairs had asked Israel and Palestinians to consider Trump’s peace proposal.
The real issue, which is plaguing Indo-US relations today is trade relations. After a series of hostile moves by the Trump administration, including imposing increased tariffs on Indian goods and withdrawal of India’s generalised system of trade preferences, the US has taken the lead to ensure that India and other developing countries are no longer classified as developing countries in the WTO.
President Trump, in his speech at the Ahmedabad rally, had said: “I believe the United States should be India’s premier defence partner and that’s the way it is working out”. India has already bought $ 15 to 18 billion worth of arms and defence equipment from the United States in the last one decade.

Though a State visit, the highlight was the “Namaste Trump” event at the Motera Stadium in Ahmedabad, where Narendra Modi enacted an Indian version of ‘Howdy Modi’ in Houston last year.
RIOTS IN DELHI - Despite the attacks and violence erupting on Monday morning (February 24), till now the police have been unable to bring the situation under control. Instead, the violence spread to new areas. The role of the police has been truly shocking. In some instances, they were found to be standing by without intervening and in many other instances, the police were seen conniving and helping the mobs.
THE Polit Bureau of the CPI(M) expresses its deep concern and anguish over the communal violence which has engulfed North East Delhi in the past three days. 20 people have lost their lives and hundreds injured due to attacks by gangs of men who were bent upon creating communal clashes. That many of those who have died and were injured suffered gunshot wounds indicates the role of anti-social and criminal elements. Shops, markets and houses have been set on fire and the rioters were able to indulge in arson with impunity.
यह नफरत से भरे शातिर और राजनीतिक रूप से संचालित अभियान का नतीजा है कि नए नागरिकता कानून और प्रस्तावित एनआरसी के खिलाफ अब मुस्लिम समुदाय को निशाना बनाया जा रहा है। हालांकि यह सच है कि सीएए-एनआरसी-एनपीआर के खिलाफ धरने पर प्रदर्शनकारियों की बड़ी संख्या मुस्लिम महिलाओं की हैं, लेकिन पूरे मुस्लिम समुदाय को देश में सीएए के संघर्ष की पहचान के रूप में दिल्ली चुनाव प्रचार में भाजपा ने पहली बार हथियार के रूप में इस्तेमाल किया है। चुनावों की हार से डगमगाए, हिंसक भीड़ के जरिए हमलों और पूर्ण-सांप्रदायिक हिंसा की अन्य सभी घटकों के साथ बड़े ही योजनाबद्ध तरीके से इसे अंजाम दिया गया है। अमेरिकी राष्ट्रपति डोनाल्ड ट्रम्प के जाने के बाद, मोदी सरकार और इसके गली के लड़ाके आजाद हो गए होंगे - या तो वे मौजूदा हमलों को जारी रखेंगे या कुछ शांतिपूर्ण तरीके से चीजों को सुलझाने की कोशिश करेंगे। पिछले रिकॉर्ड के आधार पर, सरकार ने दिसंबर के बाद से प्रदर्शनकारियों के साथ कोई राब्ता कायम करने की कोशिश नहीं की है, और उसकी तरफ से लगातार आक्रामकता जारी है, इसकी संभावना कम है कि कोई भी सौहार्दपूर्ण समाधान निकलेगा। एक ही रास्ता है कि सभी समुदायों के लोग एक साथ आए जो संविधान की रक्षा करने का एकमात्र तरीका हो सकता है, जो संविधान कानून के समक्ष असंतोष और समानता का अधिकार देता है, और एक धर्मनिरपेक्ष राजनीति का भी पक्ष रखता है। अन्यथा, राजधानी अराजकता में डूब जाएगी और हिंसा बेहिसाब कई जिंदगियों को खत्म कर देगी।
इस महीने के शुरू में दिल्ली विधानसभा चुनावों के लिए विशेष रूप से भाजपा का प्रचार भी जहर से भरा था। न्यूज़क्लिक ने विभिन्न रिपोर्टों में जहर, झूठ, अर्ध-सत्य और घृणा के इस कभी-न-देखे जाने वाले अभियान के बारे में बार-बार रिपोर्ट किया था। भाजपा नेताओं ने खुलेआम ‘देशद्रोहियों’ को गोली मारने के लिए दर्शकों को उकसाया, और जोर शोर से कहा कि "वे (मुसलमान) हमारे घरों में घुसेंगे और हमारी बेटियों के साथ बलात्कार करेंगे और यदि भाजपा को बहुमत नहीं दिया गया तो वे हमें घर में घुस कर मारेंगे।" संसद के प्रमुख बीजेपी के सदस्यों ने लोगों को कहा कि अगर सतर्कता न बरती गई तो मूगल राज वापस आ जाएगा। जैसा कि बार-बार बताया गया है, यह योजना न तो कुछ जोर शोर से बोलने वाले नेताओं के मुंह से निकल रही थी और न ही यह गुप्त रूप से धीमा बोलने वाले प्रचारों के माध्यम से चल रही थी। यह सबके सामने अपने खुले तौर पर मौजूद थी वह भी खुलेआम माइक के जरिए इस नफरत की घोषणा की जा रही थी। दिल्ली अविश्वास और चिंता से दंग थी। ऐसी गंभीर भविष्यवाणियां किसी को भी चिंतित और परेशान कर देंगी। जहां तक तात्कालिक चुनावों की बात है, तो ज्यादातर दिल्ली के लोगों ने आम आदमी पार्टी को वोट देना पसंद किया, जिसका नेतृत्व मुख्यमंत्री अरविंद केजरीवाल कर रहे थे। लेकिन दुख की बात है कि दिल्ली में भाजपा के नफरत के अभियान ने अपनी छाप छोड दी है। अब जब चुनाव हो चुके हैं और भाजपा निर्णायक रूप से पराजित हो गई है ऐसे में अब यह सांप्रदायिक प्रभाव जमीन के नीचे उबाल खा रहा है। याद रखें कि भाजपा केंद्र की सत्तारूढ़ पार्टी है। मुसलमानों, या अन्य अल्पसंख्यकों के प्रति शत्रुता को इसकी मंजूरी, दंगाईयों के भीतर डर को खत्म कर देती है। अल्पसंख्यकों के खिलाफ हिंसा को न्यायपूर्ण और मज़बूत तरीके से पूरा मुक़ाबला नहीं किया जाएगा, खासकर अगर वह हिंसा भीड़ के जरिए हो। यहां तक कि अगर नकाबपोश लोग लोहे की रॉड से लैस होकर विश्वविद्यालय में प्रवेश करते हैं और शिक्षकों और छात्रों को पीटते हैं – तब भी सरकार कुछ नहीं करेगी। यहां तक कि अगर पुलिस पुस्तकालयों में प्रवेश करती है और छात्रों को पीटती है – तब भी कुछ नहीं होगा। पड़ोसी राज्य उत्तर प्रदेश में, योगी आदित्यनाथ की पुलिस ने सीएए के खिलाफ विरोध प्रदर्शन करने वालों पर क्रूरतापूर्वक हमला किया है, दर्जनों लोगों को गिरफ्तार किया, बदनाम किया, परिवारों पर भारी जुर्माना लगाया और 20 से अधिक लोगों की हत्या कर दी गई।
जब से बीजेपी ने पिछले साल मई-जून में आम चुनाव जीता है और सत्ता में वापस आई है तब से वह खुले तौर पर आरएसएस (राष्ट्रीय स्वयंसेवक संघ) के एजेंडे के साथ आगे बढ़ रही है, जो मुसलमानों को दुश्मन मानता है। इस समुदाय को हाशिए पर लाने के लिए कई अन्यायपूर्ण कदम उठाए गए हैं: जिसमें अनुच्छेद 370 को निरस्त करना और जम्मू-कश्मीर (अकेला मुस्लिम बहुल राज्य) को दो केंद्र शासित प्रदेशों में विभाजित करना; बार-बार कहा जाता है कि "विदेशियों" को भारत से बाहर निकाला जाएगा; नागरिकों का राष्ट्रीय रजिस्टर (एनआरसी) तैयार करने का बार-बार वादा किया जाता है; हिंदुओं के पक्ष में अयोध्या विवाद को निपटाने का दावा; और भेदभावपूर्ण नागरिकता कानून (सीएए) का पारित होना।
मंगलवार को, दंगाई काफी सतर्क हो गए और उन्होंने कई पत्रकारों पर हमला किया और उन्हें वीडियो डिलीट करने पर मजबूर किया। सीएए विरोधी प्रदर्शनकारियों, मुख्य रूप से मुस्लिम समुदाय और जिन्हें कई हिंदुओं का समर्थन हासिल था, ने भी कथित तौर पर प्रतिक्रिया में पत्थर और बोतलें फेंकी। लेकिन, जैसा कि इस तरह के हालात में होता है, संख्या बल और पुलिस पूर्वाग्रह के कारण हालात उनके पक्ष में नहीं थे। पुलिस आयुक्त ने माना है कि पर्याप्त पुलिस बल उपलब्ध नहीं थे। सबको पता था कि ऐसी स्थिति होने वाली थी। जिस तेज़ी के साथ भाजपा और उसके सहयोगी संगठन के सशस्त्र गिरोहों पुलिस की निष्क्रियता का फायदा उठाकर हमला कर रहे थे वह कोई स्वयस्फुर्त घटना तो हो नही सकती थी। न ही यह हो सकता था कि कपिल मिश्रा ( पूर्व-विधायक) नफरत फैलाने वाला व्यक्ति घृणा फैलाए और गायब हो जाए। लेकिन रविवार से पहले ही जमीन तैयार कर दी गई थी। और इसे ही दिल्ली और देश के बाकी हिस्सों को देखने की जरूरत है।
हिंसा के समय एसिड की बोतलें, पेट्रोल बम और हथियारों से लैस गिरोह के लोग इलाके की तंग गलियों में घूमते हुए हमला कर रहे थे और जहां चाहा वहां आग लगा रहे थे। सोमवार को गामरी में स्थित एक सूफी संत की दरगाह को जला दिया गया। मंगलवार को अशोक नगर में एक मस्जिद पर हमला किया गया। हिंसा के इस तांडव को स्थानीय लोगों ने अपने फोन के कैमरे में कैद किया और इनके जरिए कई वीडियो आए जिनमें कथित तौर पर जय श्री राम ’चिल्लाते हुए समूह दिखाए दिए और वे दुकानों में तोड़फोड़ कर रहे थे और आग लगा रहे थे। पुलिस कर्मियों पर भी आरोप है कि उन्हें भी कई इलाकों में पथराव करते देखा गया है।
भारतीय जनता पार्टी (भाजपा) के नेता, जो पूर्व में विधायक थे, और पहले आम आदमी पार्टी के साथ थे, उनकी अगुवाई में लोगों की एक छोटी सी भीड़ ने रविवार 23 फरवरी को हिंसा को भड़काया और सीएए के प्रदर्शनकारियों के साथ झड़प को हवा दी। दिल्ली पुलिस को नियंत्रित करने वाले गृह मंत्री अमित शाह के शीर्ष अधिकारियों के साथ बैठक करने की सूचना मिली।
उसी रात, गोकुलपुरी में टायर बाजार में आग लगाने सहित आगजनी की करीब 45 घटनाएं हुईं। 24 फरवरी को ही एक पुलिस हेड कांस्टेबल समेत सात लोग मारे जा चुके थे। रिपोर्टों से पता चलता है कि पास के जीटीबी अस्पताल में अकेले ही कम से कम 165 लोगों का गोली लगने और चोटों से जख्मी का इलाज कराया गया। गिरफ्तार होने के डर से दर्जनों अन्य घायल लोगों ने अस्पतालों में जाने की भी हिम्मत नहीं की।
मंगलवार 25 फरवरी की सुबह, उत्तर-पूर्वी दिल्ली में अर्धसैनिक बलों की 35 टुकड़ियों को तैनात किया गया और पुलिस आयुक्त अमूल्य पटनायक ने दावा किया था कि स्थिति नियंत्रण में है, लेकिन मौजपुर इलाके में हिंसा भड़की और दुकानों में तोड़फोड़ के साथ आग लगा दी गई, वाहनों को भी आग के हवाले कर दिया गया और दो समुदायों के बीच जमकर पथराव हुआ।
आप जान लीजिए कि दिल्ली हिंसा में मरने वालों का सिलसिला अभी रुका नहीं है। ये तादाद शुक्रवार सुबह बढ़कर 39 हो गई है। उत्तर-पूर्व दिल्ली में चार दिन पहले शुरू हुई सांप्रदायिक झड़पों और हमलों में 200 से अधिक लोग घायल हुए हैं। इस हिंसा से सबसे ज़्यादा जाफराबाद, मौजपुर, चांदबाग, खुरेजी खास और भजनपुरा इलाके प्रभावित हुए हैं।
दिल्ली पुलिस पर सीधा आरोप है कि उसने जामिया-एएमयू और उत्तर-पूर्वी दिल्ली में हिंसक कार्रवाई की है। वह कार्रवाई मुसलमानों के ख़िलाफ़ हुई है, और दिल्ली पुलिस ने एक पुलिस अधिकारी की तरह नहीं, बल्कि एक हिन्दू नौजवान की तरह उन पर हमला किया है। इसकी वजह क्या है? क्या यह सिर्फ़ आदेश पालन करने का मसला है या यह सिर्फ़ गुंडों को बचाने का मामला है? अगर पुलिस हिंसा की तस्वीरों को देखा जाए तो ऐसा नहीं लगता है।
उत्तर-पूर्वी दिल्ली में हुई हिंसा पर न्यूज़क्लिक के पत्रकार रवि कौशल ने लिखा है, "दंगाई फल लूट कर लाते और पुलिस और अर्ध सैनिक बलों को खिलाने लगे। यहाँ पता चला कम्प्लिसिटी क्या होती है. फिर कुछ पुलिस वालों के पास गया तो पता चला सांप्रदायिकता इनमें कितनी गहरी उतर चुकी है। एक पुलिस वाला कहता कि अगर ये दंगाई न होते तो सामने वाले दंगाई उन्हें मार देते।"
जामिया में दिसम्बर के महीने में सीएए का विरोध करने वाले छात्र-छात्राओं पर पुलिस कार्रवाई के वीडियो हाल ही में 17 फरवरी को सामने आए थे। इन वीडियो में पुलिस के उन सभी दावों का झूठ सामने आ गया था जिसमें पुलिस ने कहा था कि उसने जामिया के अंदर कोई तोड़-फोड़ नहीं की है। जामिया हिंसा के दौरान दिल्ली पुलिस ने लोगों के घरों में घुस कर उन्हें मारा था। जामिया के छात्रों ने अपने बयान में कहा था कि पुलिस उन्हें "जय श्री राम" बोलने के लिए कह रही थी। इसी तरह अलीगढ़ मुस्लिम विश्वविद्यालय में दिसम्बर में हुई हिंसा के वीडियो में देखा गया था कि पुलिस ने "जय श्री राम" के नारे लगाए थे। जवाहरलाल नेहरू विश्वविद्यालय (जेएनयू) के हॉस्टल में हुई हिंसा के दौरान भी दिल्ली पुलिस की भूमिका पर सवाल उठाए गए थे।
कोर्ट की सुनवाई के दौरान जब भाजपा नेता कपिल मिश्रा पर एफ़आईआर करने की मांग याचिकाकर्ता के अधिवक्ता की तरफ़ से की गई तो दिल्ली पुलिस ने कहा कि उसने अभी कपिल मिश्रा का वीडियो नहीं देखा है। जज ने कोर्ट में ही वीडियो चलाने को कहा। "दिल्ली पुलिस ने वीडियो नहीं देखा" सुनने में हास्यास्पद लगने वाली ये बात दरअसल कितनी संवेदनहीन है, इसका अंदाज़ा लगा पाना मुश्किल है। कपिल मिश्रा ने अपने बयान में दिल्ली पुलिस के कमिश्नर के साथ खड़े हो कर उनको अल्टिमेटम दिया था कि अगर वो 3 दिन में जाफराबाद की सड़क खाली नहीं करवाते हैं, तो वो ख़ुद कोई क़दम उठाएंगे। बयान को 3 दिन भी नहीं गुज़रे और पूरे उत्तर-पूर्वी दिल्ली में हिंसा और आगज़नी हो गई। इस पूरे प्रकरण में सवाल उठ रहे हैं कि दिल्ली पुलिस की भूमिका क्या रही, और लोगों को सुरक्षा देने में इतनी देर क्यों हुई। हिंसा के जैसे वीडियो सामने आ रहे हैं, जिसमें दिल्ली पुलिस हिंसा करने वालों को संरक्षण दे रही है और साथ ही ख़ुद भी लोगों को पीटते हुए कह रही है, "राष्ट्रगान सुना" , "आज़ादी चाहते हो?"
दिल्ली में जो हिंसा हुई है उसमें अब 34 लोगों की मौत होने की ख़बर है, और 300 से अधिक लोग घायल हुए हैं। हिंसा कब शुरू हुई, किसने शुरू की, किस धर्म के लोग ज़्यादा मरे, किस रंग के झंडे ज़्यादा लहराए गए, कौन से नारे ज़्यादा गूँजे; यह तुलना करना अब बे-मानी सा हो गया है। पागल भीड़ की हिंसा के बाद पीड़ित वर्ग सुरक्षा के लिए सुरक्षा बलों से सहारा लेता है। हिंसा के दौरान या हिंसा के बाद गोली खाने वाले, हाथ कटवाने वाले के मन में ये आस होती है कि पुलिस उसकी मदद करेगी। उत्तर-पूर्वी दिल्ली में हुई हिंसा पर सुनवाई करते हुए दिल्ली हाई कोर्ट ने 26 फरवरी को कहा भी कि पुलिस के व्यवहार में पेशेवर रवैये की कमी है।
पटना के प्रसिद्ध गांधी मैदान में 'संविधान बचाओ, नागरिकता बचाओ' रैली में सीपीआई के नेता कन्हैया कुमार ने कहा कि "हम नागरिकता देने के ख़िलाफ़ नहीं हैं , नागरिकता छीनने के ख़िलाफ़ हैं। मौजूदा समय में देश के लोगों के संवैधानिक अधिकार छीन कर गुलाम बनाया जा रहा है। देश की जनता को तय करना होगा कि वो गोडसे के साथ है या गाँधी के साथ।''
दिल्ली हिंसा में मरने वालों की तादाद लगातार बढ़ती जा रही है। समाचार लिखे जाने तक 37 लोगों की मौत की ख़बर है। एक तरफ़ जहां लोगों को अपनों को खोने का गम साल रहा है, वहीं उनके शवों को लेने के लिए उनके रिश्तेदारों को जीटीबी अस्पताल के शवगृह के बाहर लंबा इंतजार करना पड़ रहा है क्योंकि शव सौंपे जाने से पहले उनका पोस्टमार्टम होना है।

In the current times, the rights of the country's citizens are being snatched and they are being turned to slaves. The people have to decide whether they are with Godse or with Gandhi."
DELHI VIOLENCE - Even as more stories emerge about the violence that took place between February 23 and February 26 in North East Delhi, one question has emerged over and over again: Why didn’t the authorities – whether it was Delhi Police, the Home Ministry or the Prime Minister’s Office – move quicker to establish the peace in the violence-hit neighbourhoods?
Delhi University’s Indraprastha College for Women saw very low attendance on Thursday driven by fears and panic around the communal violence that has gripped North East Delhi for the past five days. Students told Scroll.in that they were fearful after a video of police action was circulated on student WhatsApp groups late on Wednesday. This set off multiple rumours of gunshots and violence being heard by students in the college hostel.
However, in the years since Bahawalpur was absorbed into the Punjab, marginalised, forgotten and impoverished in the enrichment of the upper Punjab, reactionary Islam had gained ground in Bahawalpur once more. The huge support, moral and financial, given by the nawab of Bahawalpur to the Quaid-i-Azam and the new Islamic state of Pakistan at its birth had been in no wise remembered and only reciprocated in broken promises to the state....
Muralidhar was well known in the Delhi High Court as a judge who delivered “bold” verdicts that took on both government excess and majoritarian forces. He had in the past convicted members of the Uttar Pradesh Provincial Armed Constabulary in the Hashimpura massacre case of 1987 as well as Congress leader Sajjan Kumar in the Delhi anti-Sikh riots of 1984.
On Wednesday, a bench consisting of Justice Dr S Muralidhar and Talwant Singh made sure to pass critical comments against the alarming lapses on the part of Delhi Police when it came to containing hate speech that led to the communal violence in the capital. The bench urged the Delhi Police to file cases on hate speech – especially singling out BJP leader Kapil Mishra, whose incendiary speech has even been referenced by rioters in the midst of violence.
The street protests now sweeping India appear to be validating one of the oldest and most trusted maxims of politics: sooner or later, authoritarians will go too far. The authoritarian in this case is Narendra Modi, India’s Prime Minister. Since his reëlection victory, last May, Modi has mounted an aggressive campaign targeting the country’s Muslim minority, which numbers two hundred million.
In 2002, a Reuters photo became emblematic of the riots, showing a Muslim tailor, his shirt flecked with blood, imploring security forces with folded hands to rescue him from a mob that was surrounding his house. This week, another Reuters image emerged, of a Muslim man on all fours, bloodied and bowed, trying to shield his head from the dozen or so men encircling him and beating him with staves. His manner is abject, desperate. There are no police in sight. The photo stands for what now seems to be the fate of India’s minorities, as designed by the B.J.P.: to find being heavily outnumbered a matter of life and death; to cower in perpetual fear; and to know that the state will bring no relief, because it’s the state that’s choreographing the fear in the first place.
Modi himself restricted his comments to just two tweets; in fact, he stayed away from the customary joint press conference at the end of Trump’s visit, leaving the American President to field questions about the turmoil. “He wants people to have religious freedom, and very strongly,” Trump said, of Modi. On Thursday, Modi’s Solicitor General told the High Court that it was “not conducive” to investigate B.J.P. politicians for hate speech—even though his government has kept a few key Kashmiri politicians under house arrest for more than six months, arguing that they’re liable to stir unrest. On Thursday, after paramilitary troops were deployed, and after northeast Delhi had somewhat quieted, the B.J.P. blamed opposition parties for instigating the violence.
This arm’s-length orchestration of anarchy has, in the past few days, made for some surreal scenes. Television journalists went out to work wearing cricket helmets, for safety; videos showed Muslim slums on fire; and the death toll climbed. Yet Ajit Doval, India’s national-security adviser, visited northeast Delhi on Wednesday and said, “Everything is normal. People of all communities are living in peace and love.” In the Delhi High Court, on Wednesday, the deputy commissioner of police claimed that he had not seen any footage of Mishra’s incendiary speech, even though it had been the spark applied to the tinder. Modi’s home minister, in charge of law and order, made no statements.
The slyness of this tactic is not without precedent. In 2002, when Modi was the chief minister of Gujarat, a weeks-long pogrom against Muslims left as many as two thousand people dead. Then, too, the police assisted the mobs of Hindu nationalists—or, at best, did little to stop their rampage. Two witnesses later recalled that Modi had instructed the police to stand down while the brutality unfolded. One of those witnesses was found dead in his car the following year, while the other was sentenced to life in prison, last June, in a decades-old murder case that was suddenly resurrected. Modi was cleared of complicity in the 2002 riots by an investigative team appointed by the Supreme Court. But he is known to hold the reins of power so tightly, and to govern so absolutely, that it’s difficult to believe that Gujarat or Delhi could burn under his gaze without his sanction.
(Yogi Adityanath, a Hindu cleric who regularly delivers hate-filled speeches and whose supporters burned a train in 2007, is now a B.J.P. chief minister of Uttar Pradesh, India’s most populous state.) The government can claim that the gangs seeking out protesters and Muslims have acted of their own volition, outside the Party’s control. But the B.J.P.’s habitual rhetoric—stirring up hatred, advocating force, calling opponents “traitors”—not only incites mob savagery but also gives attackers the confidence that they’ll never be prosecuted. (Vigilantes who, while insisting that the cow is sacred to Hindus, have been lynching Muslims and lower-caste Hindus on the suspicion of smuggling cows or owning beef are operating out of a similar sense of security.) When the state knows that its right-wing affiliates will carry out the kind of violence that it cannot and should not pursue, then all it has to do is nothing.
The B.J.P.’s top leaders—the Prime Minister included—seem to excel at creating conditions in which violence can unfold. On Sunday, in Delhi, a local B.J.P. politician named Kapil Mishra gave an ultimatum to the police: clear the roads of protesters or allow his followers to do so. His speech was inflammatory, but he faced no trouble from his party; the B.J.P. has a record of tolerating, and even rewarding, members who threaten to take the law into their own hands.
The protesters against the law have, in nearly every case, been peaceful, but their sit-ins and marches have been met with force by the government: tear gas, house raids, arbitrary detentions, police brutality, Internet shutdowns. In speeches, Modi’s colleagues have suggested that dissenters should be shot.
The mayhem came after a winter of protest. Since early December, millions of Indians have assembled across the country to object to a new law that promises fast-tracked Indian citizenship to Pakistani, Afghan, and Bangladeshi refugees of every major South Asian faith except Islam. The law is limited in its scope but momentous in how overtly it separates Indianness from Islam. It’s a move characteristic of Modi’s Bharatiya Janata Party (B.J.P.) and its allied groups, who regard India’s two hundred million Muslims as an undesirable part of an ideal Hindu nation.
Two things happened in Delhi on Tuesday, and the gulf between them illustrated India’s wild, alarming swerve from normalcy. At the Presidential palace, Donald Trump concluded a two-day visit by attending a ceremonial dinner: an evening of gold-leaf-crusted mandarin oranges, wild Himalayan morels, and gifts of Kashmiri silk carpets. Half a dozen miles away, northeast Delhi was convulsed with violence. Since Sunday, mobs had been destroying the shops and homes of Muslims, vandalizing mosques, and assaulting Muslims on the streets. In their chants of “Jai Shri Ram,” praising a Hindu deity, their loyalties were clear. The attackers were Hindu nationalists, part of a right wing that has been empowered by Prime Minister Narendra Modi’s government; many of them were even members of his party. The Delhi police, who are supervised by Modi’s home minister, seemed to side with the mobs; one video caught cops smashing CCTV cameras, while another showed them helping men gather stones to throw. Several reports said that policemen stood by while the attackers went about their business. In a few spurts, Muslims retaliated, and the streets witnessed periods of full-scale clashes. A policeman was killed, and an intelligence officer was murdered and dumped in a drain. At least thirty-eight people have died: shot, beaten, burned. उत्तर पूर्वी दिल्ली के कई इलाकों में हिंसा में जहां लोगों को अपनों को खोने का गम साल रहा है, वहीं उनके शवों को लेने के लिए उनके रिश्तेदारों को जीटीबी अस्पताल के शवगृह के बाहर लंबा इंतजार करना पड़ रहा है क्योंकि शव सौंपे जाने से पहले उनका पोस्टमार्टम होना है। हिंसा भड़कने के बाद से लापता चल रहे लोगों के परिजन अस्पताल अधिकारियों से यह पता करने को कह रहे हैं कि कहीं शवों में उनके अपनों का शव तो नहीं है या कहीं अस्पताल में उनका इलाज तो नहीं चल रहा है। जीटीबी अस्पताल के शवगृह के बाहर इंतजार कर रहे 35 वर्षीय मुदस्सिर खान के रिश्तेदारों ने कहा कि वे अब तक सदमे से उबर नहीं पाए हैं।
उत्तरपूर्वी दिल्ली के दंगाग्रस्त इलाकों में दुकानें बंद हैं और फिलहाल शांति है, लेकिन अब भी दहशत का माहौल बरकरार है। इन इलाकों में हिंसा की छिटपुट घटनाएं दर्ज की गई। इस हिंसा में मारे गए लोगों की संख्या लगातार बढ़ रही है। यह संख्या बुधवार तक 27 थी, जिसमें से 25 लोगों की मौत दिलशाद गार्डन स्थिति जीटीबी अस्पाल में हुई थी।
