Bollywood actor Irrfan dies at 53 in Mumbai after battle with cancer

Irrfan had been diagnosed in March 2018 with a neuroendocrine tumour, and had spent several months being treated in the United Kingdom. He had returned to India in 2020, and was admitted to a hospital in Mumbai for a colon infection earlier this week. He is survived by his wife, television writer and producer Sutapa Sikdar, and sons Babil and Ayan. His mother, Saeeda Begum, had died in Jaipur on April 25 at the age of 86.
After Delhi-based actor Suraj Sharma was cast to play the 16-year-old Indian boy (Suraj was 19 when the film was released) from the nearly 3,000 auditions, Ang and his casting agents started to look for an actor to play the adult Pi. Irrfan’s name was on top of the list. For one thing, he was taller than Suraj, and that made sense to Ang. The director had already seen Irrfan in Slumdog Millionaire, The Namesake (2006) and A Mighty Heart (2007).

Amid the lockdown, layoffs have been reported from various sectors ranging from media houses to IT industry. Though Prime Minister Modi had made repeated assurances and requests, more and more are on the verge of losing their jobs in the coming days. In the last week of March, the Centre had appealed to all the public and private firms not to cut salaries of the employees or not to resort to layoffs. In a social commerce company Meesho, even as the employees were told that they needn’t be worried about their jobs, the company is now proceeding with dismissals.
The Novel Coronavirus crisis has seeded a deep rot within the globalised industrial system. The corporatist Mecca, Wall Street, is deserted as shares and stocks plummet. The ILO predicts that over 25 million jobs will be lost globally, much higher than 2008 recession which cost 22 million jobs. Meanwhile, another report says over 400 million or 40 crore workers may sink into poverty in India. No sector remains unscathed by Covid-19, especially not Indian agriculture. But this is only the beginning of Trouble 3.0 for our agriculture. The agrarian sector—the farmers, their seeds, the farm inputs sector, etc—were already in dismal state. Now, a plangent requiem for small and medium Indian companies is also underway, as profits fall and the threat of takeovers by corporate behemoths grow more real each day.
Yesterday, two major developments emerged regarding the import of rapid testing kits from China which show that amid the pandemic and people dying, the profit motive is still strong. The Delhi High Court had to intervene regarding the kits being bought at 145% the price at which they were imported from China. Meanwhile, questions regarding the quality of these kits were also raised. We’re still seeing a rise in cases and at the same time, talking about easing restrictions. At this point, confusion regarding these testing kits is extremely dangerous.
New Delhi: Outstanding loans amounting to Rs 68,607 crore of top 50 wilful bank loan defaulters in the country, including firms of fugitive tycoons Mehul Choksi and Vijay Mallya, have been technically written off till September 30, 2019, the Reserve Bank of India (RBI) said in a RTI reply. Absconding diamantaire Choksi's company, Gitanjali Gems, tops the list of these defaulters with a whopping amount of Rs 5,492 crore, according to the list. This is followed by REI Agro with Rs 4,314 crore and Winsome Diamonds with Rs 4,076 crore. Rotomac Global Private Limited has funded advances of Rs 2,850 crore, which have been technically written off and Kudos Chemie Ltd with Rs 2,326 crore, Ruchi Soya Industries Limited, now owned by Ramdev's Patanjali, with Rs 2,212 crore and Zoom Developers Pvt Ltd with Rs 2,012 crore being the other companies.

Telangana state’s testing strategy poses numerous questions on the containment of the novel coronavirus pandemic as the state has tested less than 19,000 samples, reporting a total of 1003 COVID-19 cases and 25 deaths till April 27. The testing rate is far lower than the neighbouring states. On Monday, although Telangana reported only two new COVID-19 positive cases, the state has reportedly tested some 159 samples. Whereas, on the same day, the neighbouring Andhra Pradesh tested 5783 samples and reported 82 new positive cases increasing its total number to 1259 positive cases and 31 deaths due to the virus.
Lucknow: The coronavirus spread in many districts of Uttar Pradesh is reportedly improving, but the tourist hotspot, Agra, continues to report a rise in the number of cases. On Tuesday, at least 15 fresh COVID-19 cases surfaced in Taj city, taking the district’s tally to 401, the highest in entire state and 11th in the country. The seriousness of the situation can be gauged by Agra Mayor Naveen Jain’s letter to Uttar Pradesh Chief Minister Adityanath, warning the district administration that the situation in Agra was dangerous and if not managed properly, the city could become the "Wuhan" of India. Wuhan is the Chinese city that first reported the virus and became the epicenter of the infection.

In the eye of the rising Covid-19 storm, non-government organisations, big and small, are performing a gargantuan task. They have been trying to feed the people who have been left unattended by the central and state governments across the country. These organisations and individuals are doing what governments should have done—providing relief and support to those who have lost sources of income and savings due to the forty-day lockdown.
On April 18, while the whole country was under a lockdown to prevent the spread of the novel coronavirus, the Union Ministry of Social Justice and Empowerment uploaded on its website the draft rules for the Transgender Persons (Protection of Rights) Act. Responses from the public are to be received by April 30. The Act had been passed in December 2019, after the 2014 NALSA (National Legal Services Authority of India) judgment by the Supreme Court upheld the dignity of the transgender community and granted to them the status of a third gender that was backward and marginalised, in need of special protection. The fact that the Act took so long to pass after the 2014 judgment is significant in itself.
The Health Ministry confirmed on Tuesday, April 28, that plasma therapy for COVID-19 is not yet approved as a therapy and is currently at an “experimental stage” only. Lav Agarwal, Joint Secretary, Health Ministry, in a press briefing said that Indian Council of Medical Research (ICMR) has launched a national-level study to look into the efficacy of plasma therapy in treatment of COVID-19, which is caused by the novel coronavirus or SARS-CoV-2. Use of plasma therapy is only on trial basis and thus must be with adequate safeguards as it can be “life threatening.”

Rio De Janeiro: Brazil's Supreme Court on Monday night authorised an investigation into whether President Jair Bolsonaro committed crimes by allegedly attempting to interfere with the country's Federal Police. Justice Celso de Mello said in his decision, a copy of which was published by local newspaper, Estado de S.Paulo, that the Federal Police have 60 days to question Sérgio Moro, Bolsonaro's former justice minister whose resignation last week pitched the administration into turmoil. The justice's authorisation was also reported by several other local media. During Moro's announcement of his resignation on April 24, he said Bolsonaro had told him on multiple occasions that he wanted to replace the head of the federal police with someone who could facilitate access to investigations and intelligence reports.
The All India Democratic Women’s Association submitted a memorandum to the Prime Minister on April 26, drawing his attention to the plight of both rural and urban women during the lockdown to control the COVID-19 pandemic. This is the third memorandum submitted by AIDWA on the same issue, as women continue to suffer the most during the lockdown period. In addition to food and financial assistance to all the vulnerable sections of the society, this memorandum seeks immediate measures to help women who are victims of domestic violence. There are reports of a two-fold increase in complaints of domestic violence received by the National Commission for Women (NCW), within a week of the lockdown. The memorandum stated that even though the government has taken a few steps to address the issue, “including providing for WhatsApp messaging by victims, and a special call number especially to address domestic violence cases, these are not adequate, given the extent of the problem.”

New Delhi: China on Tuesday said it was "deeply concerned" over the evaluation result of the COVID-19 rapid testing kits supplied to India by two Chinese companies and subsequent decision by the Indian Council of Medical Research (ICMR) to not use the equipment, and hoped that New Delhi will resolve the issue "reasonably and properly". The ICMR on Monday advised states and Union territories to stop using the test kits procured from the Chinese companies — Guangzhou Wondfo Biotech and Zhuhai Livzon Diagnostics — due to "wide variations" in their performance. "We are deeply concerned with the evaluation results and the decision made by the Indian Council of Medical Research. China attaches great importance to the quality of exported medical products," Chinese embassy spokeperson Ji Rong said.
Patna: Thousands of striking contractual school teachers in Bihar are disappointed with no response from President and Prime Minister even after 10 days have passed since they requested for an intervention in view of the increased hardships under the lockdown. Now, they have approached the National Human Rights Commission seeking a probe into the death of 62 teachers during the strike period. "We are really upset as there is no reply from the office of the President of India Ramnath Kovind and Prime Minister Narendra Modi.We had written to both requesting to intervene to help over 4 lakh striking teachers and their families. But so far we have not received any response. This shows how helpless are school teachers," Manoj Kumar, a leader of Bihar Rajya Shikshak Sangharsh Samanvay Samiti said on Tuesday.

History never repeats itself exactly once again. It only offers us lessons to learn and shape our actions. The lesson we should learn taking cue from the working class is: let’s stand united in defeating the virus and also all forms of creeping authoritarianism. It is the virus that should be killed, not democracy.
History offers us two examples for us to learn lessons and act. One, in 1919, after the influenza pandemic, there began a wave of general strikes led by working class, which inspired many more sections of people to come out and protest against their governments, winning some concessions. These struggles laid the basis for the defeat of colonial powers after the end of the Second World War in 1945 and also the subsequent social transformation witnessed throughout the world. The second example is that of the 1930s, which was used by the dictatorial and fascist forces to usurp power and threaten the survival of humanity.
Many governments are imposing these curbs on democratic rights without any explicit mention of a time frame for rescinding them – for example, pledging that these will not be in vogue once the threat of the present pandemic subsides. Most of the governments that are resorting to such a curtailment of democratic rights, have a history of contempt towards democracy and a liking for authoritarianism. This is what makes us view their actions with circumspection.
The role of Mossad did not end with piracy. It is tasked, along with other security, military equipment and surveillance tools manufacturing agencies, to sell its tools that can be used by various countries to repress people and exercise social control. Pegasus, a malware used to hack Whatsapp and keep track of dissenting voices in various countries including India, is one among many such products that are being marketed. In fact, what Israel is exporting is not only few isolated spying tools, but its model of highly controlled and repressive State machinery.
Israel is a step ahead even among all such countries. Netanyahu used the health crisis adeptly to strike a deal with opposition group and retain his hold on State power. This is necessary for him to tweak laws and gain immunity from investigation into his corrupt dealings. As the government he heads has a health minister who does not believe in secular knowledge and trusts only rabbis, Mossad, Israels’ spy agency was pushed into service to tackle a ‘health crisis’. Mossad officials bragged on camera that they had ‘stolen’ 100,000 face masks and respirators from other countries. Of course, they are following the footsteps of the ‘pirate of the world’, US, which stole shipments meant for countries like Germany and France, etc.
More than fifty countries have declared state of emergency. In Hungary, a new law was passed allowing Prime Minister Viktor Orbán to rule by decree indefinitely, without any parliamentary oversight. In Philippines, the parliament granted President Rodrigo Duterte nearly limitless emergency powers. Similarly, in Cambodia, a law on national emergency gives the government unlimited access to martial power while drastically curtailing citizens’ political rights. In Jordan, the prime minister now has the authority to suspend freedom of expression. In countries like, Isreal, Iran, South Africa, Peru, the military is called to enforce lockdowns.
All these demonstrate the creativity of activists, who are innovating, considering the restriction on mobilisations and social distancing norms that need to be respected during this period of health crisis. It is precisely this innovation and adaptability of protests that is irking the ruling classes and creating panic among them. If this is the situation during a period when restrictions are in place, they are contemplating what will be the situation, once these restrictions are relaxed. It is with these considerations that they are preparing and planning to curtail democracy, before it turns against them. While it is nobody’s contention that during the spread of such pandemics there should be some restrictions on the movement of people, government’s are using them as a ruse to curtail democratic rights and move towards authoritarianism.
According to a study, in just these few weeks’ time, nearly 100 distinct methods of protest actions that include physical, virtual and ‘hybrid’ actions took place. Many movements are innovating with ‘online’ activities, ‘digital rallies’, ‘teach-ins and information-sharing’. The weekly global climate strikes have moved online, with tweetstorms, toolkits for civic action and developing accessible websites about climate change. These have added to the cacerolazos (collectively banging pots and pans inside the home, which Modi had copied for seeking support to the healthcare workers), strikes and walkouts from workplaces.
In UK, security staff, teachers struck work. In Spain, more than 15,000 people have joined a rent strike this month, demanding the suspension of rents during the lockdown. Many have engaged in dissent without leaving their homes. In Chile, women have launched a feminist emergency plan that includes coordinating caring duties and mutual support against gender-based violence. Even in our country, we have recently witnessed protests from various sectors of the society (this issue is carrying reports of those actions).
Amazon workers went on a strike in the US. Sanitation workers in Pittsburgh, bus drivers in Birmingham, went out on a wildcat strike to protest unsafe working conditions demanding better equipment, protective gear. In Maine, naval shipyard workers and in Michigan, automobile workers went on a strike. In Greece, workers organised a massive countrywide protest on April 7. Dozens of mobilisations took place all over Greece, in front of the gates and in the courtyards of hospitals. The mobilisations were initiated by the Federation of Doctors' Associations in Hospitals (OENGE), demanding the immediate adoption of measures to substantially strengthen public health.
This shows that inequalities are going to further increase in the coming days. Unemployment, deprivation, poverty and growing inequalities will be the main issues that will drive people to further resist the mounting attacks on their livelihoods and pose a challenge to the world order. Already news of protests in various countries is coming even during this pandemic. In Italy, one of the countries worst hit by the pandemic, workers organised a general strike on March 25. Workers in all non-essential services struck work for the entire day, while those employed in essential services, symbolically stopped work for a minute on that day.
On the other hand, we have a situation where Amazon is seeing enormous increase in its profits. Amazon’s shares hit a record $2,295. One month ago they were being traded at $1,689. Amazon has been earning almost $11,000 a second, during the period of this lockdown. It is not just Amazon, Netflix, the entertainment service has seen its shares rise by 40 per cent, while the shares of Walmart have risen by 23 per cent.
Unemployment is growing world-wide. In US, more than 2.2 crore people have registered for unemployment benefits; in France, nearly one crore have applied for unemployment benefits. The same is the situation in most of the countries in the developed world. In our country, according to the Centre for Monitoring Indian Economy (CMIE), the overall rate of unemployment increased to 23.8 per cent from 8.4 per cent within a week’s time. For the week ending April 5, the estimated rate of unemployment was 23.4 per cent for all of India, with unemployment at 30.9 per cent in urban areas and 20.2 per cent in rural areas. International Labour Organisation (ILO) has warned that 40 crore workers in the informal sector could fall deeper into poverty.
International Monetary Fund (IMF) is on record with its prediction of a drastic fall in global growth rates and economic recession. The Covid crisis is predicted to sharpen the existing socio-economic divisions in the society – rich vs poor, urban vs rural, region vs region and citizen vs migrant – along with attempts to further polarise people in the name of religion, as we are witnessing in our country.
Almost all commentators are stating that the world after the Covid will not remain the same. Common people, rich from their experience of the pandemic, want to push the world towards a place where healthcare will be public and free; a caring government that acts for the working class, toiling sections and other common people, rather than for the rich few. On the other hand, the rich, wealth owning classes, precisely fear such a change and want to retain their hold on the world and continue increasing their exploitative deeds, without any concern for the people or the earth.
BLAME it on Covid! Whatever be the problem that the world is facing, the causes for those problems – be it social, economic or political – are being attributed to the Covid-19 pandemic. In a word, the pandemic is being used to silence criticism, questioning and dissent that are rising or are on the verge of rising.

देश में आर्थिक गतिविधियां शुरू करने के लिये मोदी सरकार ने घोषणा की कि 20 अप्रैल 2020 से लॉकडाउन को कुछ इलाकों में आंशिक रूप से उठाया जाएगा। पर पिछले पांच-छह दिनों का हिसाब-किताब देखें तो समझ आ जाएगा कि ये मात्र कहने की बात है। धरातल पर स्थितियां कुछ ठीक नहीं नज़र आतीं। बेहतर नियोजन और समन्वय के अभाव में कदम-कदम पर अड़चनें आती रहीं, और पुनर्नियोजन की जरूरत पड़ती रही। कुल मिलाकर इससे अराजकता और अव्यवस्था ही फैली। अब सरकार को चाहिये कि तत्परता के साथ तमाम दिक्कतों को हल करने के उपाय खोजे। अब लॉकडाउन को लम्बा खींचा नहीं जा सकता, इसलिए 3 मई के बाद लॉकडाउन में और भी ढील देनी पड़ेगी। हमने पहले ही देखा था कि लॉकडाउन खोलने के तरीके पर राज्यों के साथ ढंग से न तो बातचीत हुई न ही उनके साथ ठीक से समन्वय किया गया। इसलिए तमिलनाडु ने तय कर लिया कि 3 मई तक लॉकडाउन आंशिक रूप से भी नहीं खुलेगा। कर्नाटक में भी 20 अप्रैल को आंशिक लॉकडाउन की घोषणा की गई, फिर 21 अप्रैल को इस आदेश को वापस ले लिया गया और कुछ अलग किस्म के लॉकडाउन की घोषणा की गई। यह केंद्र के आदेश से अधिक सख्त था-तुगलकी फरमान जैसा। ऐसा लगा कि भाजपा के भीतर भी समन्वय का अभाव रहा क्योंकि पार्टी का शासन अधिकांशतः ‘वन मैन शो’ बनकर रह गया है।
मीडिया में आई ख़बरों के अनुसार 40 वर्षीय पीड़ित महिला ने पुलिस को दी अपनी शिकायत में कहा है कि वह पिछले एक महीने से लॉकडाउन के कारण सवाई माधोपुर में फंसी थी, इसलिए अब उसने पैदल ही जयपुर स्थित अपने घर पहुंचने का फैसला किया। लेकिन जब वह बटोदा के एक स्कूल में रात को आराम के लिए रुकी तो वहां कुछ लोगों ने उसके साथ गैंगरेप की घटना को अंजाम दिया। टाइम्स ऑफ इंडिया की रिपोर्ट के मुताबिक, यह घटना गुरुवार रात 23 अप्रैल की है। पीड़ित महिला ने थाने में इसकी शिकायत अगले दिन शुक्रवार सुबह 24 अप्रैल को दर्ज करवाई है। महिला ने सवाई माधोपुर पुलिस को दिए अपने बयान में कहा कि वह दौसा जेल में अपने बेटे से मिलने गई थी, जो 2015 में जयपुर में गैंगरेप और पॉक्सो मामले में आरोपी है। इस संबंध में इलाके के डीएसपी पार्थ शर्मा ने कहा कि तीनों आरोपियों की पहचान कर ली गई और उन्हें फौरन गिरफ्तार भी कर लिया गया। बाद में उन्हें कोर्ट में पेश कर कर दिया गया है। महिला की शिकायत पर उसकी मेडिकल जांच की गई और बयान दर्ज किया गया है।
अमेरिकी सोशल मीडिया कंपनी फ़ेसबुक ने रिलायंस समूह की टेलीकम्यूनिकेशन कंपनी- जियो में 9.99 फ़ीसदी शेयर्स खरीदने के लिए 5.7 बिलियन अमेरिकी डॉलर (क़रीब 43,574 करोड़ रुपये) का निवेश किया है। यह घटनाक्रम देश की सबसे बड़ी प्राइवेट कॉरपोरेट संस्था 'रिलायंस इंडस्ट्री लिमिटेड (RIL)' के शेयरहोल्डर्स में अंबानी परिवार के भीतर हुए बदलावों के तुरंत बाद हुआ। बता दें रिलायंस जियो, रिलायंस समूह की प्रतिनिधि कंपनी RIL की सहायक कंपनी है। बॉम्बे स्टॉक एक्सचेंज (BSE) की वेबसाइट में ब्लॉक ट्रांज़ेक्शन पर उपलब्ध आंकड़ों और सार्वजनिक तौर पर उपलब्ध 'रेगुलेटरी फिलिंग (नियामक खानापूर्ति)' के ज़रिए हमने पता लगाया कि पिछले वित्त वर्ष के आखिरी दिन (31 मार्च) RIL के प्रायोजकों की हिस्सेदारी में बदलाव हुआ है। यह सब 24 मार्च को प्रधानमंत्री मोदी द्वारा लॉकडॉउन की घोषणा के बाद किया गया। 25 मार्च और 27 मार्च को हुए दो लेन-देन में RIL प्रायोजक समूह की सबसे बड़ी हिस्सेदार कंपनी 'देवर्षि कमर्शियल्स LLP (लिमिटेड लॉयबिल्टी पार्टनरशिप)' की हिस्सेदारी 11.21 फ़ीसदी से घटाकर 8.01 फीसदी कर दी गई। इसके लिए कंपनी के 20.26 करोड़ शेयर्स ओपन मार्केट में बेचे गए। प्रायोजक समूह की दो दूसरी कंपनियां, 'तत्तवम एंटरप्राइज़ LLP' और 'समरजीत एंटरप्राइज़ LLP' ने बहुत बड़ी मात्रा में देवर्षि कमर्शियल्स के (करीब़ 19.28 करोड़) शेयर्स खरीदे हैं।
भारत में कोरोना महामारी की आड़ में मुस्लिम समुदाय के खिलाफ जारी सुनियोजित नफरत-अभियान और सरकार की शह पर चल रहे मुसलमानों के मीडिया ट्रायल की अंतरराष्ट्रीय स्तर पर तीखी प्रतिक्रिया हो रही है। इस सिलसिले में प्रधानमंत्री नरेंद्र मोदी और उनकी सरकार की ओर से की जा रही डेमेज कंट्रोल की कोशिशों के बीच ही रविवार को राष्ट्रीय स्वयंसेवक संघ के सुप्रीमो मोहन भागवत को भी कहना पडा कि कुछ लोगों की गलती के लिए पूरे समुदाय को जिम्मेदार नहीं ठहराया जा सकता। भागवत ने यह बात संघ के स्वयंसेवकों को ऑनलाइन संबोधित करते हुए कही। उन्होंने कहा, ''कोरोना महामारी से निबटने के कोशिशों के दौरान किसी एक समूह की गलती के लिए हम उस पूरे समुदाय के प्रति दुर्भावना नहीं रख सकते।’’ हालांकि इस सिलसिले में संघ सुप्रीमो ने किसी का नाम नहीं लिया, पर समझा जा सकता है कि उनका इशारा तबलीगी जमात की ओर ही रहा और इस इशारे का आशय भी साफ है कि वे देश में कोरोना का संक्रमण फैलाने के लिए तबलीगी जमात को ही खास तौर पर जिम्मेदार मानते हैं।
अमेरिका में सार्वजनिक स्वास्थ्य एक्सपर्ट की सलाह के बावजूद 5 और राज्य बिज़नेस और पब्लिक गतिविधियों पर लगी पाबंदियों में ढील देने की तैयारी में हैं। 27 अप्रैल को कोलोराडो, मिसिसिप्पी, मोंटाना, मिनेसोटा और टेनेसी ने विभिन्न क्षेत्रों को खोलने का निर्णय लिया है, जिन्हें लॉकडाउन के दौरान बंद किया गया था। कोलोराडो के राज्य प्रशासन ने रविवार को ही धार्मिक गतिविधियों को चालू कर दिया था, जबकि आज से वहाँ रिटेल दुकानें और बिज़नेस खुल जाएंगे। प्रशासन ने 7 मई को पूरी तरह से लॉकडाउन ख़त्म करने का निर्णय लिया है। मिसिसिपी ने स्टे एट होम के आदेशों को बढ़ाने के ख़िलाफ़ निर्णय लिया है। यह आदेश सोमवार को ख़त्म होने वाले हैं। मोंटाना और टेनेसी छोटे व्यवसायों को अनुमति देंगे, बशर्ते वह सामाजिक दूरी का पालन करें। जबकि मिनेसोटा औद्योगिक गतिविधियों को शूरू कर रहा है, और 100,000 कर्मचारियों को काम पर वापस भेज रहा है।
अबू धाबी से कमलेश भट्ट का शव 25-26 अप्रैल की दरमियानी रात दोबारा दिल्ली एयरपोर्ट पहुंचा। कोरोना के संकटग्रस्त समय में यूएई में लॉकडाउन के दौरान बड़ी मुश्किल से यही ताबूत 23 अप्रैल को भी दिल्ली एयरपोर्ट पहुंचा था। समूचे दस्तावेजों, डेट सर्टिफिकेट, पोस्टमार्टम रिपोर्ट के साथ आबू धाबी से भारतीय दूतावास ने शव दिल्ली भिजवाया था लेकिन तब कई फोन घुमाने के बाद एयरपोर्ट अधिकारियों ने शव लेने से इंकार कर दिया और उसी विमान से ताबूत आबू धाबी लौटा दिया। आपको बता दें कि उसके मृत्यु प्रमाणपत्र में लिखा है कि वह कोरोना से संक्रमित नहीं था। उसके साथ दो और शव वतन से वापस भेज दिए गए। कमलेश की मौत 17 अप्रैल को हुई थी। टिहरी से शव लेने के लिए विशेष पास बनवाकर दिल्ली पहुंचे उसके दो भाइयों के होश फाख्ता हो गए, ये क्या क्रूर मज़ाक था, जो अभी-अभी उनके भाई के शव के साथ हुआ।

On March 31, an article published in The Wire had wrongly attributed a quote by Ayodhya-based Acharya Paramhans to Uttar Pradesh Chief Minister Yogi Adityanath. Paramhans had reportedly said: “Lord Ram would protect devotees from the Coronavirus.” The Wire’s editor Siddharth Varadarajan shared the story on Twitter and also misattributed the quote to the Chief Minister in his Tweet. The error in the story was subsequently rectified and Varadarajan clarified that it was indeed Paramhans and not Adityanath who had made the comment. Mrityunjay Kumar, the media adviser to the Chief Minister taunted the editor on Twitter saying he would need to raise donations to fight the legal battle that would ensue as he attached copies of first information reports (FIRs) to his tweet.
The rural and semi-urban areas of Tamil Nadu can be seen buzzing with different art and music forms during March, April and May every year. The temple festivals take place largely during the Tamil months of Panguni, Chithirai and Vaikasi, employing several thousands of folk and performing artists. With the nationwide lockdown, these performers are bereft of any income during the season. The now defunct welfare board has been vested with the responsibility of distributing Rs 1,000 as relief for a little over 35,000 artists, while the total number of artists and performers is as high as 4 lakh across the state. With the season ending without any income, the ensuing off season will force these artists into starvation.

I am sure they will say, “Look, these fellows find politics in everything!” But it is not as far-fetched as it sounds. When stripped to the bare-bones of a science of pathology, or masked by clinical statistics, it may not promise much of a political purchase. But if we consider its present and future social impact, its political character hits us between the eyes. For it impinges heavily on lives and livelihoods of millions of people who are bound to respond to this unprecedented crisis in ways necessitating political action.
At a time when the country is going through a grave crisi on the public health front, a “scandalous” amount of profiteering of almost 145% has come to light in the sale of rapid test kits for novel coronavirus or COVID-19 to government-owned Indian Council of Medical Research (ICMR), which is at the centre of handling the country’s battle against the contagious virus. According to report in Business Today, the rapid test kits, shipped from China, were sold to ICMR had heavily overpriced rates, forcing the Delhi HC to scale down the price by 33%. The massive profiteering was exposed in the court’s ruling on a dispute by the importer and distributor (Rare Metabolics vs Matrix Labs).
An officer from the National Investigation Agency (NIA) had tested positive for COVID-19, the agency told the NIA’s special court on April 25, the day it was opposing the bail application of civil rights activist Anand Teltumbde. According to The Wire, an assistant sub-inspector had tested positive for the novel coronavirus. However, the NIA court still sent Teltumbde to judicial custody and he was moved to Arthur Road Jail in Mumbai. Both he and activist Gautam Navlakha had been arrested by the NIA on April 14 in connection with the Elgar Parishad-Maoist links case. The 70-year-old had been kept in the NIA office for eleven days before the hearing and the agency has reportedly claimed that he had not come in contact with the infected officer. It has said that he had been tested after the officer’s condition was known and the results of the test were negative.

संघ का हमेशा से एक गूढ़ उद्देश्य रहा है कि संघ को कथित ऊंची जातियों की, उसमें भी ऊंची जातियों के सक्षम पूंजीपतियों की सत्ता स्थापित करनी थी, जिसके लिए “हिन्दू धर्म” का चोगा ही अंतिम विकल्प था। चूंकि लोकतंत्र में सीधे एक दो जाति की श्रेष्ठता का दावा करके विजयी नहीं हुआ जा सकता था इसलिए अपनी जातियों को आगे बढ़ाने के लिए उस धर्म को चुना गया जिसमें उन्हें शीर्ष पर रहने की वैधता मिली हुई थी। यही कारण है सीधे जाति से न लड़कर संघ ने धर्म का रास्ता चुना। अब धर्म के राज की स्थापना के लिए जरूरी है कि “सेक्युलरिज्म” जैसे शब्द को अप्रसांगिक किया जाए। यही कारण है कि संघ की विचारधारा मानने वालों ने सबसे अधिक निशाना बनाया तो सेक्युलरिज्म शब्द को.
कोरोना संक्रमण को लेकर भले ही देशभर में मुसलमानों को संदिग्ध बना दिया गया हो, लेकिन हकीकत ये है कि मुसलमान देश से कोरोना को मिटाने के लिए हर मुमकिन कोशिश करता नज़र आ रहा है। वो कोरोना संक्रमित मरीजों की जान बचाने के लिए अपना ख़ून देने से भी पीछे नहीं हट रहा। दरअसल, लखनऊ के केजीएमयू अस्पताल के एक रेजिडेंट डॉक्टर हैं तौसीफ़ खान, जो हाल ही में कोरोना संक्रमण से ठीक हुए हैं। वो एक कोरोना पॉज़िटिव मरीज़ का इलाज करने की वजह से संक्रमित हो गए थे। स्वस्थ होने के बाद वो एक बार फिर से कोरोना के ख़िलाफ़ जंग में जुट गए हैं। वो अब प्लाजमा थेरेपी के ज़रिए कोरोना संक्रमित मरीजों का इलाज करेंगे। इसके लिए उन्होंने शनिवार को खुद अपना खून दान किया।
17वीं या 18वीं शताब्दी में एक फ्रेंच राजकुमारी से कहा गया कि किसान परेशान हैं, उनके पास खाने के लिए रोटी नहीं है। जवाब में राजकुमारी ने कहा, ''तो उन्हें केक खाने को दिया जाए!'', यह बात एक ऐतिहासिक मुहावरा बन गई। इस मुहावरे का इस्तेमाल फ्रांस के कुलीन वर्ग का किसानों की समस्याओं से मुंह मोड़ने और उनकी स्थिति समझने की अक्षमता दिखाता था। भारतीय सरकार ने हाल में बड़ी मात्रा में चावल को इथेनॉ़ल में बदलने का फ़ैसला लिया, ताकि सेनेटाइज़र और पेट्रोल में डाला जाने वाला बॉयो-फ्यूल बनाया जा सके। यह फ़ैसला क्रूर और अंसवेदनशील है। यह फ़ैसला तब लिया गया है, जब अनौपचारिक सेक्टर में काम करने वाले लाखों प्रवासी और दैनिक मज़दूर, स्वरोज़गार में लगे कर्मचारी और दूसरे ग़रीब लोगों को रोज़ाना खाने के लाले पड़ रहे हों। इन लोगों को रहने की दिक्कत के साथ-साथ जरूरी चीजों की पूर्ति और कोरोना महामारी से सुरक्षा के लिए आर्थिक मदद भी नहीं मिल पा रही है। इन तबकों को अनाज पहुंचाने के केंद्र सरकार के ऊंचे-ऊंचे दावे मीडिया में आती खबरों से खारिज हो जाते हैं। यह लोग अपने गुज़ारे के लिए स्थानीय स्वयंसेवियों की छिटपुट मदद पर निर्भर हैं और किसी तरह जिंदा रहने की कोशिश कर रहे हैं। राज्य सरकारें भी सांस्थानिक अनाज वितरण और दूसरे ढांचे बनाने में नाकामयाब रही हैं। लेकिन सभी राज्य केंद्र से वित्तीय सहायता न मिलने की समस्या से जूझ रहे हैं। ऊपर से लॉकडॉउन के चलते उनके राजस्व में बहुत कमी आ गई है। लोग भूख से तड़प रहे हैं, लेकिन भंडार नहीं खोले जा रहे हैं सरकार के पास 6 करोड़ टन अनाज है, जिसमें से 3.1 करोड़ टन चावल और 2.75 करोड़ टन गेहूं है। कई विशेषज्ञों, नागरिक-सामाजिक संगठनों और कर्मचारी संघों ने केंद्र से इस भंडार से जरूरी मात्रा में अनाज जारी करने के लिए कहा है। इसे सीधे पहुंचाया जाए या राज्य सरकारों को देकर पीडीएस के ज़रिए मजबूर प्रवासियों और दूसरे गरीबों तक पहुंचाया जाए। इसके लिए किसी भी तरह के दस्तावेज़ या राशन कार्ड न मांगे जाएं। इतने इस्तेमाल के बाद भी सरकार के पास ''अनिवार्य शर्त'' का 2.1 करोड़ टन अनाज रिजर्व होगा। लेकिन केंद्र ने इन अपीलों पर कान बंद कर रखे हैं। यहां तक कि केंद्रीय खाद्य और नागरिक आपूर्ति मंत्री ने दावा किया कि ऐसा करने से आपात स्थिति के लिए बचाकर रखा गया भंडार खत्म हो जाएगा। आखिर इससे बड़ा आपात और क्या हो सकता है? अब सरकार इस नतीजे पर पहुंची कि ग़रीबों और ज़रूरतमंदों तक इस अनाज को न पहुंचाकर, इसका इस्तेमाल इथेनॉल बनाने में किया जाए, ताकि बॉयो-फ़्यूल और सेनेटाइज़र बनाए जा सकें। इसके लिए बॉयो-ऊर्जा नीति 2018 के जरूरी प्रावधानों का इस्तेमाल किया गया। क्या वाकई ऐसी जरूरत है? फिलहाल बॉयो-ऊर्जा की कोई जरूरत नहीं बॉयो ऊर्जा नीति तेल के आयात को कम करने के लिए, अलग-अलग नवीकरणीय माध्यमों से इथेनॉल बनाने के मकसद से बुनी गई है. ताकि 20 फ़ीसदी पेट्रोल और पांच फ़ीसदी डीजल की हिस्सेदारी को इस ईंधन से पूरा किया जा सके. अंतरराष्ट्रीय बाज़ार में तेल की कीमतों में 1999 के बाद की ऐतिहासिक गिरावट है। इनमें थोड़ा सा उछाल सिर्फ इसलिए आया है कि अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने ईरान के जहाजों पर हमले की बात कही है। दुनिया में इस वक़्त तेल की बहुतायत है और भारत ने इस स्थिति का फायदा उठआने के लिए कुछ कदम भी उठाए हैं, ताकि अपने तेल भंडार की वृद्धि की जा सके। लॉकडॉउन में तेल के उपयोग में बहुत ज़्यादा कमी आ गई है। खासकर यात्री गाड़ियों में लगने वाले पेट्रोल में। इसका बहुत कम उपयोग हो रहा है, यहां तक कि सार्वजनिक ट्रांसपोर्ट बंद होने से डीजल उपयोग में भी भारी कमी आई है। भले ही केंद्र सरकार ने कितनी ही रियायतों की बात कही हो, पर लॉकडॉउन के चलते ट्रकों के पहिए थम गए हैं। इस पृष्ठभूमि में जब तेल की कीमतें बहुत कम हैं, तब हमें बॉयो-इथेनॉल की क्या जरूरत है? सेनेटाइज़र के लिए भी ज़रूरी इथेनॉल उपलब्ध है बताते चलें कि ऐतिहासिक तौर पर भारत को बॉयो-इथेनॉल के संवर्द्धन में बहुत दिक्कतों का सामना करना पड़ा है। यह आमतौर पर गन्ना उद्योग में सह-उत्पाद से मिलता रहा है। भारत सालाना करीब 2,500 से 3,000 मिलियन लीटर इथेनॉल का उत्पादन करता है। इसका इस्तेमाल शराब उद्योग और रसायन उद्योग में किया जाता है। भारत ने इथेनॉल से बने पेट्रोल का हिस्सा कुल खपत का बीस फ़ीसदी करने का लक्ष्य रखा था। लेकिन सरप्लस इथेनॉल न होने के चलते भारत इस हिस्सेदारी को पांच फ़ीसदी भी नहीं पहुंचा पाया। नतीज़तन भारत अक्सर ब्राजील से इथेनॉ़ल आयात करता है। अगर अब भी जरूरत है, तो ऐसा किया जा सकता है। लॉकडॉउन में सभी शराब बनाने वाली डिस्टिलरीज़ और रिटेल दुकानें पूरी तरह बंद हैं। इसलिए फिलहाल इथेनॉल का इस उद्योग में कोई उपयोग नहीं है। बल्कि सरकार ने बहुत सारी डिस्टीलरीज़ को सेनेटाइज़र बनाने के काम में लगा दिया है। फिर लॉकडॉउन के दौरान सभी केमिकल इंडस्ट्रीज़ भी बंद हैं। इसलिए फिलहाल पीने योग्य और न पीने वाली तमाम एल्कोहल बनाने के लिए पर्याप्त मात्रा में इथेनॉल की उपलब्धता है। मोटे अनुमानों के मुताबिक़, आज सेनेटाइज़र बनाने वालों के लिए करीब 50 करोड़ टन लीटर इथेनॉल मौजूद है। अक्टूबर, 2020 में शुरू हो रहे अगले गन्ने के मौसम से नई इथेनॉल भी सेनेटाइज़र बनाने वालों को मिलने लगेगी। अगर सेनेटाइज़र में 70 फ़ीसदी इथेनॉल इस्तेमाल कर ली जाती है, तो करीब 70 करोड़ टन लीटर सैनिटाइज़र बनाया जा सकता है। क्या चावल का इस्तेमाल इस उद्देश्य के लिए करने का कोई तुक है? ज़मीन ईंधन नहीं, अनाज के लिए है इस मुद्दे पर बचाव की स्थिति में सरकारी सूत्रों का कहना है कि जो भी किया जा रहा है, वो उनके क्षेत्राधिकार में है। चावल का इस्तेमाल कर इथेनॉल बनाने में कोई भी अवैधानिक काम नहीं किया गया। राष्ट्रीय बॉयो-नीति 2018 के तहत ऐसे प्रावधान हैं। ऐसा करने का फ़ैसला निश्चित तौर पर 'बॉयो-ईंधन समन्वय समिति (NBCC)' ने लिया होगा। मुख्य मुद्दा यहां सरकार के काम की वैधानिकता का नहीं, बल्कि फ़ैसले की बड़ी अनैतिकता का है। यहां कुछ मुद्दे स्वामित्व के भी हैं। क्या सरकार अपना उद्देश्य और बॉयो-ईंधन नीति के प्रावधान बताकर चालाकी दिखा रही है। पहली बात तो बॉयो-ईंधन नीति में गैर-खाद्यान्न बॉयोमास के इस्तेमाल पर जोर दिया गया है। विशेष परिस्थितियों में 'अधिशेष' अनाज के इस्तेमाल का प्रावधान बाद में जोड़ा गया था। यही बात यूनाईटेड नेशंस फूड एंड एग्रीकल्चर ऑर्गेनाइज़ेशन (FAO) लगातार कहता आया है। 'ज़मीन ईंधन के लिए नहीं, अनाज के लिए है' के नारे तले FAO अनाज के दानों से इथेनॉल बनाने का विरोध करता है। परिभाषा के अंतर्गत पैराग्राफ 3.1 कहता है कि बॉयो-इथेनॉल के उत्पादन के लिए नवीकरणीय ऊर्जा संसाधन, ''अपशिष्ट पदार्थों, कृषि उत्पादों के अवशिष्ट, तेलीय पेड़ों, ना खाने वाले तेलों और जंगल के जैवनिम्नीकृत हिस्से, उद्योग और नगरपालिका के जैवनिम्नीकृत अपशिष्ट'' हैं। पैराग्राफ 3.2 में आगे गन्ने, सोर्घुम, मक्के, कसावा और सड़े हुए आलू से निकलने वाले स्टॉर्चयुक्त पदार्थों को संसाधन के तौर पर इस्तेमाल करने की बात है। यहां भी चावल की बात नहीं है। यहां तक कि एडवांस और सेकंड जेनरेशन के बॉयो-ईंधन को भी 'गैर खाद्यान्न फ़सलों' और कच्चे माल के तौर पर परिभाषित किया गया है, जो खाद्यान्न फ़सलों के साथ ज़मीन घेरने की प्रतिस्पर्धा नहीं करते। हालांकि 2018 की नीति से सरकार को कुछ खाद्यान्न अनाजों को बॉयो इथेनॉल में बदलने की छूट मिलती है। पैराग्राफ 2.2 (C) के तहत कुछ विशेष परिस्थितियों में 'बॉयो-ईंधन के लिए नये कच्चे माल को विकसित' करना परिभाषित किया गया है। शुरूआत में इस नीति के तहत केवल 'गैर खाद्यान्न कच्चे माल' को ही अनुमति दी गई थी, 2018 में शामिल किए गए नए प्रावधानों से खाद्यान्न अनाजों को भी 'अधिशेष की स्थिति' में उपयोग की अनुमति (पैरा 5.2) दे दी गई। पैराग्राफ 5.3 के मुताबिक़, ''किसी कृषि फस़ल वर्ष के दौरान जब अनाज की पूर्ति मंत्रालय द्वारा लगाए अनुमान से ज़्यादा हो जाए, तो इस अधिशेष का इस्तेमाल इथेनॉल बनाने में किया जा सकता है। इसके लिए नेशनल बॉयो कोआर्डिनेशन कमेटी की अनुमति लेनी होगी।'' सवाल यह उठता है कि क्या मंत्रालय ने 2020 को अधिशेष उत्पादन का साल घोषित कर दिया है? जबकि फ़सल कटाई के बाद से ट्रांसपोर्ट और दूसरे प्रबंध बुरी तरह प्रभावित हुए हैं। ऊपर से ऐसे अहम वक़्त में जब देश में महामारी फैली है, लॉकडॉउन लागू है, लाखों लोग मुसीबत में हैं, तब अनाज भंडार का उपयोग इथेनॉ़ल बनाने के लिए करने की अनुमति दे दी गई, पहली बार ऐसा फ़ैसला लिया गया है। यह फैसला केंद्रीय कैबिनेट को लेना था, जो सभी तरह के तत्वों को ध्यान में रखती। लेकिन महज़ एक कमेटी ने इसका फ़ैसला ले लिया, जो किसी भी कीमत पर केवल इथेनॉ़ल के उत्पादन में रुचि रखती है। किसी भी तरह सोचें, तो यह देश के लिए अहम वक़्त है। यहां मामला वैधानिकता से आगे नैतिकता का है। इस देश के लोगों को खाना चाहिए। भूखे लोगों की नाक के नीचे अनाज को इथेनॉ़ल में बदलना बेहद क्रूर, विपत्तिकारी और असंवेदनशील है। अगर सरकार को लगता है कि भारतीय लोगों को चावल की जरूरत नहीं है, तो उन देशों को निर्यात कर दे, जहां जरूरत है, या लाखों प्रवासियों को मुहैया करा दे, खुद भारत के पड़ोस में ही कितनी बड़ी संख्या में प्रवासी मौजूद हैं। चावल के भंडार को बॉयो-ईंधन में बदलना, जिसकी भारत को फिलहाल जरूरत नहीं है, या इसे सेनेटाइज़र में उत्पादित करना, जिसके लिए भी किसी दूसरे कच्चे माल का उपयोग किया जा सकता है, यह कदम बेहद आपराधिक प्रवृत्ति भरे हैं। अंग्रेज़ी में प्रकाशित मूल लेख को नीचे दिए गए लिंक पर क्लिक करके पढ़ा जा सकता है।

कोरोना की आपदा ने एक बार फिर साबित कर दिया है कि खतरे में सिर्फ भात-रोटी, छत-रोजगार और जिंदगी भर नहीं है खतरे में पूरी दुनिया है - वह पृथ्वी है जिस पर मनुष्यता बसी है। जंगल नेस्तनाबूद कर दिए, नदियाँ सुखा दीं, धरती खोदकर रख दी, पशु-पक्षियों को उनके घरों से बेदखल कर दिया, पारिस्थितिकी (इकोलॉजी) मटियामेट करके रख दी। बर्बादी कितनी भयावह है इसे देखने के लिए लैटिन अमरीका या कहीं दूर जाने की जरूरत नहीं है - सिंगरौली के बगल में रेणूकूट नाम की जगह है, उत्तर प्रदेश में पड़ती है, वहां से सड़क मार्ग से यात्रा शुरू कीजिये और सिंगरोली, सीधी, उमरिया, शहडोल, अनूपपुर पार करते हुए छत्तीसगढ़ के कोरिया, सरगुजा क्रॉस करते हुए कोरबा तक पहुंचिये। अंदर मत जाइये - सड़क सड़क ही चलिए और सच्चाई अपनी नंगी आँखों से देख लीजिये। अपने कठपुतली शासकों के लिए ऐशोआराम और चुनाव जीतने के साधन भर मुहैया करके कारपोरेट ने सब कुछ उधेड़ कर रख दिया है।

कोरोना वायरस का इन्फेक्शन सारे संसार में फैला हुआ है। चीन में, दक्षिणी कोरिया में फैल कर खत्म होने की ओर है। यूरोप और अमेरिका में पीक पर है। इधर भारत और आसपास के देशों में धीरे धीरे ऊपर बढ़ रहा है। जैसे ही कोरोना चीन में फैला, स्थिति आउट ऑफ कंट्रोल हुई, मोदी जी ने हवाई जहाज भेजा और वहां फंसे हुए भारतीयों को निकाल लाये। फिर उसके बाद भी ईरान से, अफगानिस्तान से, जर्मनी से, इटली से, और न जाने कहाँ कहाँ से भारतीयों को निकाल कर लाये। किसी भी भारतीय को, जो कोरोना पीड़ित मुल्क से निकलना चाहता था, उसे उस मुल्क में नहीं रहने दिया। आखिर मोदी जी ऐसे ही नहीं हैं विश्व नेता।
''लॉकडाउन में सरकार हमें चीनी दे रही है। आप ही बताइए, हम 100 किलो चीनी कहां बेचने जाएंगे? हमें तो हमारा बकाया पैसा चाहिए, वो मिल जाए बस।'' तल्ख़ लहजे में यह बात गन्ना किसान मनबीर सिंह कहते हैं। मनबीर उत्तर प्रदेश के पीलीभीत जिले के दूधियाखुर्द गांव के रहने वाले हैं। उनका करीब 10 लाख रुपया चीनी मिलों पर बकाया है। मनबीर इस बात से नाराज़ हैं कि चीनी मिलों की ओर से गन्ने का पेमेंट वक्त पर नहीं किया जा रहा। उल्टा सरकार किसानों को बकाया पैसे के बदले चीनी देने की योजना लेकर आई है। इस योजना के तहत बकाया पैसे से भुगतान करते हुए किसानों को हर महीने एक कुंतल (100 किलो) चीनी दी जाएगी। यह योजना तीन महीने (अप्रैल-जून) के लिए लागू रहेगी। वैसे तो इस योजना का लाभ लेना या न लेना किसान पर निर्भर करता है, यानी अगर किसान की इच्छा है तो ही वो चीनी ले। इसके बाद भी किसानों को यह योजना उनके जले पर नमक छिड़कने जैसी लग रही है।

It has been a month. Of life slowing to a crawl, of going back to the basics, of recalibrating equations with family, friends and colleagues and waking up, as if from a dream, to the vast inequalities and commonalities that underlie Indian society. India went under a lockdown to stem the spread of coronavirus on March 25 after Prime Minister Narendra Modi's announcement the evening before. In the days since, 1.3 billion Indians, wealthy and poor, in the heartland and in distant corners, have faced up to the fear of a pandemic spreading across the globe. No one was spared the anxiety of the lockdown, extended till May 3, that kept most of India behind closed doors, not corporate biggies in gilded mansions, not the middle class inside their homes and not part-time domestic workers in claustrophobic tenements.
Consider this absurdity: The U.S. government’s policy in the face of the current capitalist crash is to “return the economy to the pre-coronavirus normal.” What? In that “normal” system, private capitalists maximized profits by not producing the tests, masks, ventilators, beds, etc., needed when coronavirus hit. Profit-driven capitalism proved extremely inefficient in its response to the virus. Wealth already lost from the coronavirus far exceeds what it would have cost to prepare properly. In capitalism, a small minority—employers—makes all the key decisions (what, how, where to produce and how to use the proceeds) governing production and distribution of most goods and services. The majority—employees and their families—must live with the results of employers’ decisions but are excluded from making them. Why return to such an undemocratic “normal”? Why fix capitalism yet again, given its structural disposition to cyclical crashes and repeated costly need to be fixed?
Democracy has been described as the “least worst” form of government. The problem with this witticism is that democracy is not a simple analytical category. Systems of government labelled democratic are so disparate that they are irreducible to an archetype. The bigger problem is that democracy is often reduced to one form: liberal democracy as it is practised within the matrices of capitalist economies and bourgeois societies. This form of government that originated in Europe and was exported as an idea to colonies, some of which adopted it after decolonisation.

जब विदेश में बसे प्रवासी भारतीयों पर नस्लवाद का हंटर चलने लगेगा तो उनकी सारी रईसी फ़ाख़्ता हो जाएगी। भागकर भारत लौटेंगे तो यहाँ भी कोई कम नहीं दुत्कारे जाएँगे। कोई उनके इस योगदान का लिहाज़ नहीं करने वाला कि उन्होंने विदेश से कितने डॉलर देश को भेजा था? नस्लवादी नफ़रत की बेल भी जंगल की आग की तरह फैलती है।

ফের করোনা-আক্রান্তের সন্ধান মিলল ব্যারাকপুর শিল্পাঞ্চলে। এ বার এক দিনে দু’জন। এক জন পানিহাটির বাসিন্দা, অন্য জন ব্যারাকপুরের। দু’জনেই বৃদ্ধ। এই খবর চাউর হতেই আতঙ্ক ছড়িয়েছে এলাকায়। পানিহাটিতে শনিবার প্রথম সংক্রমণের খবর মিললেও ব্যারাকপুরে এ নিয়ে চার জন সংক্রমিত হলেন। গত কয়েক দিন ধরে রোজই ব্যারাকপুরের বিভিন্ন এলাকা থেকে সংক্রমণের খবর আসছে। আক্রান্তদের বারাসতের কোভিড হাসপাতালে পাঠানো হয়েছে। কোয়রান্টিনে পাঠানো হয়েছে তাঁদের পরিবারের সদস্য-সহ বেশ কয়েক জনকে। এলাকা ‘সিল’ করে দিয়েছে পুরসভা। পাড়ার বাসিন্দাদের বাইরে বেরোতে বারণ করা হয়েছে। আপাতত ওই পরিবারগুলিকে নিত্য প্রয়োজনীয় জিনিসপত্র জোগাবে সংশ্লিষ্ট পুরসভাই। পানিহাটির আক্রান্ত ব্যক্তি গত কয়েক দিন এলাকায় দোকান-বাজার করেছেন। ফলে সেখানকার বাসিন্দারা এখন প্রবল আতঙ্কিত। ব্যারাকপুরের আক্রান্ত কলকাতার একটি বেসরকারি হাসপাতালে চিকিৎসাধীন ছিলেন। সেখান থেকে বাড়ি ফেরার পরেই তিনি আক্রান্ত হন বলে জানিয়েছে ব্যারাকপুর পুরসভা। পানিহাটি পুরসভা সূত্রের খবর, ঘোলা বাসস্ট্যান্ড এলাকার ওই বাসিন্দা প্রাক্তন পুলিশকর্মী। বয়স ৬৫। গত কয়েক দিন ধরে জ্বরে ভুগছিলেন। স্থানীয় এক চিকিৎসককে দেখিয়েও সুস্থ হননি। গত বৃহস্পতিবার পুরসভার অ্যাম্বুল্যান্স ডেকে নিজেই পানিহাটি স্টেট জেনারেল হাসপাতালে যান তিনি। সেখানে তাঁর লালারসের নমুনা সংগ্রহ করে তা ব্যারাকপুরের করোনা পরীক্ষা কেন্দ্রে পাঠানো হয়। বাড়ি ফিরে শুক্রবার তাঁর শ্বাসকষ্ট শুরু হলে নিয়ে যাওয়া হয় ব্যারাকপুরের এক বেসরকারি হাসপাতালে।
দাওয়াই দিয়ে ফেলেছিলেন আগেই। বলেছিলেন ম্যালেরিয়ার ওষুধ হাইড্রক্সিক্লোরোকুইন-ই নাকি করোনা-যুদ্ধে ‘গেমচেঞ্জার’ হবে। কিন্তু মার্কিন প্রেসিডেন্ট ডোনাল্ড ট্রাম্পের দেওয়া সেই ওষুধের ব্যবহার নিয়ে সতর্ক করল ইউএস ফুড অ্যান্ড ড্রাগ অ্যাডমিনিস্ট্রেশন (এফডিএ)। তাদের পরামর্শ, এই ওষুধ প্রয়োগের আগে করোনা-নিরাময়ে ওষুধটির কার্যকারিতা সম্পর্কে ভাল করে জানা প্রয়োজন। ট্রাম্পের দাওয়াই বাতলানো অবশ্য নতুন কথা নয়। গত কাল তাঁর খেয়াল হয়, জীবাণুনাশক ইনজেক্ট করে ফুসফুস সাফ করা যায় কি না। জোরালো আলো ঢুকিয়ে করোনা তাড়ানো নিয়েও ভাবতে বলেন তিনি। দিনের শেষে অবশ্য প্রেসিডেন্ট সাংবাদিকদের বলেন, ‘‘আপনাদের কথা মাথায় রেখেই একটু মজা করেছিলাম। দেখতে চেয়েছিলাম কী হয়।’’ আজ অবশ্য হাইড্রক্সিক্লোরোকুইন নিয়ে প্রশ্ন উঠতে বলেছেন, ‘‘আমি ডাক্তার নই।’’ এক মার্কিন হাসপাতালের চিকিৎসকেরা হাইড্রক্সিক্লোরোকুইনের কার্যকারিতা বিশ্লেষণ করে সম্প্রতি একটি রিপোর্ট জমা দিয়েছেন। তাতে তাঁদের বক্তব্য, আলাদা করে কোনও উপকারিতা নেই ওষুধটির। রিপোর্টটি পুনর্বিচারের জন্য বিশেষজ্ঞদের কাছে পাঠানো হয়েছে। এতে ট্রাম্প বলেছেন, ‘‘আপনারা দু’রকম কথাই শুনে থাকতে পারেন। আমি চিকিৎসক নই। পরীক্ষা করে দেখতে হবে। ওষুধটি যদি সাহায্য করে, তা হলে তো খুব ভাল। যদি কাজ না করে, তা হলে ব্যবহার করা হবে না।’’

Citing acute economic distress among the poor and score of stranded, jobless migrant workers across the country, the Right to Food Campaign (RFC), an umbrella organisation of food rights activists, has urged upon the Centre not to extend the lockdown beyond May 3. Referring to at least 270 deaths due to due to hunger, exhaustion, state violence, suicides and inability to access healthcare during the lockdown period, an RFC statement said “the social and economic consequences of continuing such blanket measures are too high and cannot be justified. The right to a dignified of the people cannot be threatened at any point of time, more so during this global pandemic.”
Around 31% of domestic apparel factories might close and about 25 lakh workers could lose jobs as a result of the ongoing nationwide lockdown imposed to slow down the spread of COVID-19 pandemic, according to a survey conducted by the Clothing Manufacturers Association of India (CMAI). “MSMEs see no future and want to shut operations. Considering that close to 8 million people are employed by the domestic apparel industry, almost 2.5 million workers will be out of jobs,” stated CMAI. As per estimates, around 90% of the apparel domestic industry belongs to the Micro Small and Medium Enterprises (MSME) sector.

Over 26% of the workforce in India is without any job thus posing a dire threat to the social fabric and creating unbearable misery for millions. This is the estimate from the latest round (April 19) of weekly sample surveys carried out by Centre for Monitoring Indian Economy (CMIE). The data shows joblessness zooming up after the Modi government declared a countrywide lockdown on March 24 in order to control the spread of COVID-19 pandemic, which has, so far, infected nearly 5 million people worldwide and caused nearly 2 lakh deaths, as per latest reports.

Its villagers face a cash crunch with no ATMs or banks in sight while daily wage labourers face a precarious future.
The graph shows the progress of the disease once the number of infected people crosses the 100 mark. Since the epidemic has traveled to these countries at different times, the trajectories of the number of infected differ, but it seems to follow the same pattern once you adjust the graph to show the days adjusted to when Italy reached 100 infections. It is clear that all countries tend to double the number of infected between 3 to 5 days. As the graph shows, India is about three weeks behind the US and 20 days behind Italy.
Tamil Nadu is among the states with the highest number of COVID-19 positive cases in the country. There were several lapses by the government in identifying and isolating the COVID-19 patients. Not only that, the route map of the patients were not accurately traced and published, as had been done in the neighbouring state of Kerala. Further, adequate safety measures for health care workers were also neglected. All these resulted in the spike of positive cases, death of a doctor and infection of many health care workers and journalists in the state.

Even as authorities around the country struggle to deal with the virus itself, with 19,984 cases and 640 deaths as of Wednesday morning, the 40-day lockdown forced the bulk of India’s businesses to suspend their activities. The haphazard, violent implementation of the restrictions has meant that even the companies deemed to provide essential services have had a tough time operating in this environment.

Indian health ministry guidelines state that “there is unlikely to be an increased risk of Covid infection from a dead body to health workers or family members who follow standard precautions while handling body”.

THE CPI(M) Delhi state committee, CITU, JMS, DYFI, SFI and other mass organisations, have reacted to the demands of migrant as well as other workers amidst the lockout due to Covid-19 pandemic. The announcement of the lockdown without any ameliorative measures saw mass migrations of workers to neighbouring states of Haryana, Uttar Pradesh and even distant states like Bihar and Madhya Pradesh. Going by the hundreds of distress calls in the first few hours of the help line installed by the Party, it was clear that the working class in Delhi won’t be able to survive the lockdown without dry rations. This was brought to the notice of the Delhi government and simultaneously the volunteers of all the mass organisations also stepped in to provide dry rations to supplement the government efforts. The generous philanthropic contributions, as a response to the call given by the state CITU, helped in buying dry rations for the workers.

Kerala has become a model in controlling mortality rate and spread of the disease. The important aspect here is the ability of the leadership to combine the achievements of the Kerala Model that gives importance to public health and the democratic consciousness of the Kerala society even in the face of constraints and crisis.The government was able to announce the country’s first economic package and ensured that not a single person is starved. Kerala is the first state to enact legislation to deal with epidemics. The chief minister's press conference gave confidence to Malayalees all over the world. Kerala's unique achievements have got worldwide recognition. The people of Kerala, irrespective of their party affiliations, joined hands with the government in its fight against the pandemic. The baseless allegations by the opposition are futile attempts to weaken this broad consensus and undermine the widespread recognition of the government. It is condemnable that a section of the media is indulging in false propaganda by forgetting their responsibility even in such a situation.
LAKHS of workers and other toiling people stood up at thousands of locations covering most of the districts in the country – in front of their homes, on their balconies or roof tops, work places, on the main roads and small by lanes – placards and flags in hands. At 10.30 in the morning of April 21, they stood, maintaining physical distance and shouted slogans voicing their demands, for 5-10 minutes. The one common slogan that resounded across the country was ‘Bhashan nahin, ration chahiye, vetan chahiye, arthik sahayata chahiye’ (Enough of hollow speeches; Give us food wages and financial assistance). The slogan spread like wild fire across the country in less than a day.
Washington: The nationwide lockdown in India, which started about a month ago, has impacted nearly 40 million internal migrants, the World Bank has said. “The lockdown in India has impacted the livelihoods of a large proportion of the country's nearly 40 million internal migrants. Around 50,000–60,000 moved from urban centres to rural areas of origin in the span of a few days,” the bank said in a report released on Wednesday. According to the report -- 'COVID-19 Crisis Through a Migration Lens' -- the magnitude of internal migration is about two-and-a-half times that of international migration. “Lockdowns, loss of employment, and social distancing prompted a chaotic and painful process of mass return for internal migrants in India and many countries in Latin America,” it said.
A common concern among the states during the country-wide lockdown to contain the COVID-19 pandemic has been the central government’s delay in release of Goods and Services Tax (GST) arrears and cuts in the budgetary allocations to states. At a time when state governments are expecting special packages from the Centre for combating disruptions due to the COVID-19 outbreak, the Narendra Modi government is yet to address the fiscal demands. On April 20, the Union Finance Ministry sanctioned the release of Rs 46,038 crore to states as their share of central taxes and duties due for three months till March, stating that the tax devolution was made as per the recommendations of the 15th Finance Commission. However, it has been reported that the Centre has slashed the installment by 17.81% to all states. For instance, while Telangana was expecting to receive Rs 1,192 crore through the installment, the Centre has allocated only Rs 982 crore.
Patna: It is official now. As many as 17 lakh migrant workers from Bihar, including thousands of students in Kota, are stranded across the country due to the sudden lockdown announced on March 24 to prevent the spread of COVID-19, and there was no plan to bring them back yet. The Nitish Kumar government, in its response to a letter from the Patna high court registrar on the representation from advocate Ajay Thakur, officially admitted that there were 17 lakh migrant callers, who said they were stranded outside the state due to the lockdown. “Most of the nearly 17 lakh callers (migrant workers) at the Bihar government helplines have been requesting the state government to bring them back. However, the state government has always maintained its stand that the existing guidelines to enforce lockdown do not permit any such travel”, the government said.

Even more important than the actual outflow is the desire on the part of finance to pull out of the Third World, including even the so-called “emerging markets”, and move to US dollars or dollar-denominated assets. This is resulting in a depreciation of a host of Third World currencies vis-à-vis the dollar, of which the Indian rupee is an obvious example.

Senior editor of The Wire Arfa Khanum Sherwani spoke with Princess Hend Al Qassimi, a member of the royal family of the United Arab Emirates, on why she decided to speak out about the state of affairs. “This is how genocides are born. They first begin by hate that grows in the heart, comes to the tongue, and eventually turn into a genocide,” Princess Hend Al Qassimi said. “I’m sorry about the Islamophobia that is going on in India, but hatred is not welcome in my country.”
We may yet be neck deep in the coronavirus crisis but it is still worth thinking about what the possible outcome of these extraordinary times might be. There is no need to claim or offer accuracy in trying to anticipate the future – especially when so much that we took for granted is transformed – so here are four predictions I’d like to make, in no particular order of importance.
Global health is witnessing momentous changes in the way it will be governed in the future, and not just at the World Health Organization (WHO). The current crisis is an opportunity for countries like India to recast its health diplomacy and fork out a new vision for India’s role in world health. WHO, the indisputable centre of global health, has suffered what could be a serious set-back, with its largest donor, the US, freezing funds, pending investigations into the role of the UN’s only technical agency in the early days of the ongoing pandemic and its allegedly “China-centric” focus.
In a recent interview to NDTV, P. Sainath made a telling remark: “How often is it for us, as people in India, especially in times of a grave crisis, to be deeply affected from those at the margins losing their lives, but remain hardly affected otherwise by the conditions of their state of living.” After four weeks of a nationwide blanket lockdown, this terse remark by one of India’s most prominent voices sums up both the states’ and the elites’ collective torpid response to the plight of the most vulnerable. While the mainstream media has reported the inhumane condition of the daily wage, migrant workers as they were rendered jobless and homeless by the lockdown announcement, little attention has gone to another vulnerable group of worker, constituting the largest share of workforce participation in rural India–the average Indian farmer.
“Test, test, test” has been the WHO’s mantra to tackle the coronavirus pandemic. A recent epidemiological model developed by a consortium of over 400 Indian scientists also strongly supported this plan, showing that testing and quarantining may actually be more effective than a lockdown for controlling COVID-19. To make the matter even more difficult to manage, studies now indicate that up to 44% of infection transmission can happen in the pre-symptomatic stage. This means that not only do we need to test every symptomatic patient – we also need to test every asymptomatic contact and ideally even undertake random community sampling to get an idea of the extent of disease.
New Delhi: In a controversial move, the Coimbatore police have arrested the founder of SimpliCity, a news portal, for two reports that highlighted shortcomings faced by government healthcare professionals and alleged corruption by some employees of the public distribution system (PDS). Andrew Sam Raja Pandian was charged under sections of the Indian Penal Code (IPC) and the Epidemic Diseases Act after a complaint was filed by M. Sundararajan, an assistant commissioner of the Coimbatore Municipal Corporation. The complainant claims that the reports could ‘provoke’ healthcare professionals and PDS employees against the government and “derail efforts to fight the coronavirus”.
Discrimination – even in the health sector – against Muslims is not new, but the recent communalisation of the COVID-19 outbreak after the sudden glare on the Markaz at Nizamuddin, the global headquarters of the Tablighi Jamaat, have altered the social fabric of the country. The media added fuel to the communal hatred by blaming Muslims for the spread of the virus across the country. They called Muslims ‘corona bombs’ and enemies of the nation, on TV channels. One channel even ran a banner with the Islamophobic catchphrase “Corona aaya, maulana laaya.” The Islamophobic news channels also coined a term, ‘corona Jihad,’ as if to imply that this infectious disease is almost a Talibani crime, a Muslim conspiracy against Hindus, and so on.
दिल्ली: हिमाचल हाईकोर्ट ने बुधवार को अधिकारियों और जिला प्रशासन को राज्य भर में फंसे हुए हजारों प्रवासी श्रमिकों को मुफ्त राशन और चिकित्सा देने का निर्देश दिया। वकील सुभाष चंद्रन केआर की याचिका पर सुनवाई करते हुए मुख्य न्यायाधीश लिंगप्पा नारायण स्वामी और न्यायमूर्ति ज्योत्सना रिवाल दुआ की खंडपीठ ने सरकार को तत्काल कदम उठाने और 5 मई से पहले की गई कार्रवाई पर जबाब दाखिल करने को कहा। गौरतलब है कि हिमाचल प्रदेश में 25 मार्च से ही देशव्यापी लॉकडाउन से फंसे हुए प्रवासी श्रमिकों को भोजन और राशन मिलने में मुश्किल हो रही है। इसे लेकर भारतीय कम्युनिस्ट पार्टी (मार्क्सवादी) माकपा के विधायक ने शिमला प्रशासन के ऑफिस में धरना भी दिया था। याचिका को लेकर एडवोकेट चंद्रन ने न्यूजक्लिक को बताया, 'मैंने 17 अप्रैल को उच्च न्यायालय का दरवाजा खटखटाया था। मामले की गंभीरता को देखते हुए अदालत ने मामले की सुनवाई अगले दिन ही की। सरकारी वकील ने अपना जवाब प्रस्तुत करने के लिए कुछ समय की मांग की। अगली सुनवाई 22 अप्रैल को हुई और अदालत ने कहा कि प्रशासन को यह सुनिश्चित करना चाहिए कि कोई भी मज़दूर भूखा न रहे।'
वाराणसी: दीनापुर वाराणसी का ऐसा अनूठा गांव है जहां धान-गेहूं नहीं, सिर्फ फूलों की खेती होती है। वही फूल जो बाबा विश्वनाथ और काशी के कोतवाल काल भैरव के माथे की शोभा बनते रहे हैं। यहां के रंग-बिरंगे फूल सिर्फ पूर्वांचल ही नहीं, बिहार से कोलकाता तक जाते रहे हैं। दीनापुर के बागवानों के लिए ये फूल सोने से कम नहीं थे, लेकिन कोरोना के चलते अब माटी हो गए हैं। फूलों की खेती से समृद्ध और खुशहाल दीनापुर के किसान अब खून के आंसू रो रहे हैं। दीनापुर गांव वाराणसी मुख्यालय से करीब दस किलोमीटर दूर है, यहां की आबादी लगभग सात हज़ार है। इस गांव में जाने के ठीक से सड़कें भी नहीं हैं। इसके बाद भी यहां के लोग लगातार जी तोड़ मेहनत करते रहते हैं। यहां रहने वाले करीब तीन सौ परिवार सिर्फ फूलों की खेती करते हैं। लगभग तीन सौ एकड़ जमीन में पीले नारंगी गेंदे तो कभी सफेद बेले, कुंद व टेंगरी और गुलाब से ढका रहता है।
स्वास्थ्य मंत्रालय द्वारा जारी आकड़ों के मुताबिक देश में कुल संक्रमितों की संख्या 23,077 हो गयी है जिनमें से 4,749 लोगों को ठीक किया जा चुका है और 718 लोगों की मौत हो चुकी है। इस तरह इस समय देश में सक्रिय मामलों की कुल संख्या 17,610 हो गई है। पिछले 24 घंटों में यानी (22 अप्रैल सुबह 8 बजे से लेकर आज, 23 अप्रैल सुबह 8 बजे तक) कोरोना संक्रमण के 1684 नये मामले सामने आये है और 37 लोगों की मौत हुई है। साथ ही बीते दिन में 491 लोग को ठीक भी किया जा चुका है। इस तरह कुल सक्रिय मामलो में 1,156 नये सक्रिय मामले और जुड़ गए हैं। भारतीय आयुर्विज्ञान अनुसंधान परिषद (ICMR) द्वारा आज, 24 अप्रैल सुबह 9 बजे जारी आकड़ों के अनुसार कुल 541789 सैंपल की जांच की गयी है, जिनमें से 41247 सैंपल की जांच बीते 24 घंटो में की गयी है।
